Using Education and Advocacy Tools <strong>for</strong> System Re<strong>for</strong>m: Lessons from the Psychiatric<br />
Residential Treatment Facility Waiver<br />
OBJECTIVES—Participants will learn:<br />
1. How storytelling and video can be used as systems change tools to educate the public and influence decision-makers<br />
2. How to create the message using, as an example, how children and youth who have complex behavioral health<br />
challenges and have met the “level of care” <strong>for</strong> residential treatment can be successfully served in the community<br />
3. How to communicate messages effectively<br />
4. Tips <strong>for</strong> identifying the audience to be influenced<br />
5. How to determine the need <strong>for</strong> specific stakeholder involvement (elected and government officials, media, providers,<br />
advocates, family members, and youth) in planning and implementing the approach and in communicating the message<br />
This Targeted Institute will focus on strategies <strong>for</strong> developing and using storytelling and video <strong>for</strong> systems change<br />
ef<strong>for</strong>ts at local, state, and national levels. As an example, faculty will use a storytelling and video project developed to<br />
influence decision-makers to consider appropriate policies and financing strategies in support of a system of care<br />
approach <strong>for</strong> children and youth with complex behavioral health needs who otherwise would be placed in more<br />
restrictive residential treatment. The approach includes high-fidelity wraparound practice with intensive home and<br />
community-based services. The strategies to be highlighted are the various steps that need to be considered and<br />
addressed in order to undertake a successful systems change ef<strong>for</strong>t using education and advocacy tools such as video<br />
and storytelling.<br />
The in<strong>for</strong>mation and strategies to be shared are based on the experience of creating a publication and video <strong>for</strong> the<br />
Community Alternatives to Psychiatric Residential Treatment Facility (PRTF) Waiver Initiative that has been implemented<br />
in nine states. The publication and video (Children and Families Having a Choice and a Voice) are used <strong>for</strong> systems<br />
change ef<strong>for</strong>ts to influence decision-makers to increase the access to and use of home and community-based services.<br />
Specific topics to be covered include:<br />
• Be<strong>for</strong>e involving media—being clear about the message along with compelling data, succinct success stories, and<br />
expert interviewees<br />
• Tips <strong>for</strong> involving all stakeholders<br />
• Identifying the medium (TV, newspaper, documentaries, magazine show profiles, blog, online discussions, or social<br />
media such as YouTube and Facebook)<br />
• Defining the audience—may be multi-purpose which dictates the delivery medium, length, and tone<br />
• Three influencers that should be included in a video: facts, finances, and feelings<br />
• Tips related to hiring a video production company—being clear about “asks” of a production company, working with<br />
video crews, editing, video distribution, and measuring the impact of the video<br />
The Targeted Institute will include short video clips and examples from the storytelling publication will be interspersed<br />
throughout the session. The faculty team will include the perspectives of the <strong>Center</strong>s <strong>for</strong> Medicare and Medicaid Services,<br />
the PRTF Waiver Project Director from Montana, the producers of the video, and the lead <strong>for</strong> the storytelling project.<br />
