JUDITH COHEN<br />

Judith Cohen, M.D., is a child and adolescent psychiatrist and serves as the Medical Director of the<br />

<strong>Center</strong> <strong>for</strong> Traumatic Stress in Children and Adolescents at Allegheny General Hospital in Pittsburgh,<br />

PA, and as a Professor of Psychiatry at Drexel University College of Medicine. With colleagues, Dr.<br />

Cohen developed and tested Trauma-Focused Cognitive Behavioral Therapy <strong>for</strong> children and<br />

caregivers who have experienced trauma. She has conducted extensive research, has written<br />

extensively, and has provided training to innumerable mental health professionals and researchers on<br />

assessing and treating trauma. In addition, Dr. Cohen is the principal author of the Practice Parameters <strong>for</strong> the<br />

assessment and treatment of childhood Posttraumatic Stress Disorder published by the American Academy of Child &<br />

Adolescent Psychiatry.<br />

ERNESTINE BRIGGS-KING<br />

Ernestine Briggs-King, Ph.D., a clinical community psychologist, is an Assistant Professor in the<br />

Department of Psychiatry and Behavioral Sciences at Duke University Medical <strong>Center</strong> in Durham,<br />

NC. She is the Director of the Data and Evaluation Program <strong>for</strong> the UCLA-Duke University <strong>National</strong><br />

<strong>Center</strong> <strong>for</strong> Child Traumatic Stress, sponsored by the Substance Abuse and Mental Health Services<br />

Administration as well as the Director of the Trauma Treatment & Research Program at the <strong>Center</strong><br />

<strong>for</strong> Child and Family Health. Dr. Briggs-King has developed a national reputation <strong>for</strong> her research<br />

and clinical work in the areas of child maltreatment and family violence, child traumatic stress, and resiliency in<br />

military families.<br />

BRIANNE MASSELLI<br />

Brianne Masselli is the Director of <strong>Training</strong> and Continuous Quality Improvement <strong>for</strong> THRIVE, a<br />

federally and state-funded system of care in Maine. Ms. Masselli coordinates training and technical<br />

assistance to providers, organizations, and communities seeking to become trauma in<strong>for</strong>med in order<br />

to better serve the needs of families and youth who are experiencing mental health challenges. Ms.<br />

Masselli was a co-author of the System of Care Trauma-In<strong>for</strong>med Agency Assessment that is now<br />

required <strong>for</strong> all child-serving agencies in Maine. Previously, Ms. Masselli was the Youth Coordinator<br />

<strong>for</strong> THRIVE and was instrumental in the promotion of youth-guided care and youth advocacy, as well as the creation of<br />

a Youth MOVE chapter in Maine. In addition, Ms. Masselli has received recognition as an advocate who has first-hand<br />

experience as a <strong>for</strong>mer youth consumer of mental health services.<br />

JOHN O’BRIEN<br />

John O’Brien is the Senior Policy Advisor <strong>for</strong> the Disabled and Elderly Health Programs Group at the<br />

<strong>Center</strong>s <strong>for</strong> Medicare and Medicaid Services. Previously, Mr. O’Brien served as the Senior Advisor to<br />

the Administrator on Health Care Re<strong>for</strong>m at the Substance Abuse and Mental Health Services<br />

Administration. Mr. O’Brien was the director of several national projects funded by the Robert Wood<br />

Johnson Foundation to develop strategies <strong>for</strong> coordinating funding <strong>for</strong> human services from federal,<br />

state, and local dollars. He has worked with Medicaid, state mental health and substance abuse<br />

authorities, and local human services authorities on strategies such as developing federal Medicaid Waivers, Medicaid<br />

state plan amendments, and federal grant applications, including applications <strong>for</strong> federal children’s system of care<br />

funding. Mr. O’Brien has also been a manager at KPMG Peat Marwick and has worked <strong>for</strong> the Eunice Kennedy Shriver<br />

<strong>Center</strong>, the Massachusetts Developmental Disability Council, the Illinois Governor’s Office, and the Illinois Legislative<br />

Commission on Mental Health, Mental Retardation and Substance Abuse.<br />
