3.1 Availability of Basic Services
Basic services include outpatient curative care for sick children, childhood
immunization services within the facility, child growth monitoring, modern family planning,
antenatal care, and services for sexually transmitted infections (STI).
The availability of a range of services including maternal and child health, antenatal
care, and reproductive health services, as well as the frequency with which these services are
provided, are the key elements that influence the use of services by patients. Patients are
more likely to seek care in a facility if they are sure that the services will be available upon
arrival.
Table 3.1 presents data on the availability of basic services, detailed by the type of
facility, managing authority, and region.
The SCSPA 2012–2013 in Senegal found a satisfactory level of availability of basic
services; overall, 75 percent of facilities offered all basic services. Curative services for
children and STIs are, on average, available in almost all facilities (94 percent and 98
percent), while antenatal care is provided in 89 percent and family planning is offered in 85
percent of facilities. Similarly, more than 8 in 10 facilities also provide immunization
services and growth monitoring (83 percent and 86 percent, respectively).
Child curative services, services for STIs, and antenatal visits are available in 75
percent or more of facilities regardless of type, while immunization services and to a lesser
extent those for growth monitoring and family planning are available mainly in health centers
and health posts. These results are a reflection of the health policy regarding which
preventive health services are generally provided in health centers and health posts, while
hospitals remain referral facilities.
There is greater availability of basic services in public facilities than in private
facilities with 85 percent and 26 percent, respectively, providing all basic services.
In addition, there is widespread availability of basic services. In the regions of Dakar,
Kaolack, Kolda, and Tambacounda, basic services are less available.
