Preface<strong>Tsunami</strong>s may arrive at Indonesian shores within 20-40 minutes after the earthquake that has triggeredit. In some locations arrival times can be even shorter. It is vital that individuals, families and institutionshave the capacity to react in a quick and appropriate manner to avoid the damaging waves and theirimpacts. Therefore, local evacuation plans and warning arrangements are needed as well as selfprotectionarrangements. To achieve this, it needs the involvement of many stakeholders - from localauthorities to community activists - and specific knowledge and skills.Once evacuation plans and warning arrangements at district or sub-district level have beenimplemented, it might be necessary to specify them for smaller units like villages or institutions(schools, hospitals) and communicate the results to the ones concerned. Experiences show that suchprocesses usually do not happen by themselves but need to be promoted and facilitated. They alsoneed to be accompanied by resource persons who can inform on the already existing references - likedistrict evacuation plans and warning procedures - and provide background information on tsunamihazard and the Indonesian warning system.The PROTECTS Project designed a training module to prepare individuals involved in local disastermanagement to support such processes as tsunami preparedness facilitators (<strong>FaTmi</strong>) in districts thathave already developed basic references for tsunami preparedness like a district-evacuation plan andwarning chain.
