Sept. 2011 Vol. 6-Sept. h. 1 - 23 Assessmt. and SME Based on Indonesia constitution and laws (UUD 1945, UU 25 year 1992, UU 34/2002, and UU 38/2009), cooperative development in Indonesia has been the government’s domain. The role of government, especially the Ministry of Cooperative and SME, in term of national development is to focus and sharpen the government tasks. In promoting cooperative, there are hundred thousands of cooperative which operates in few field of business. One of government effort is to valuation the achievement of cooperative. In term of valuation, the Ministry of CSME distinguishes on five types cooperative, which are saving-borrowing, production, consumption, marketing, and services cooperatives. In year of 2009, the government had got 75 cooperatives with predicate of achievement. The problem is whether the distinction cooperative is significance. With analysis of variance, this study has revealed that there is no evidence the distinction of variance between cooperative based on business. So, policies and treatments of government to support cooperative could not necessary be different on cooperative. Sept. 2011 Vol. 6-Sept. h. 24 - 42 Assessmt. and SME From the preparation of the inventory problem conducted by the Ministry of Cooperatives and SME in 2009, it is known that there are 186 cooperative problems that must find a solution. By using the Priority Scale Analysis is based on the consideration, the level of impact, intensity spread, and the availability of resources, to issue-186 can be grouped into the main issues as follows: (1) Cooperative Normative ideological, (2) National Economic Development Policy, Policy (3) Empowerment of Cooperatives and SMEs, (4) Coordination Empowering Cooperatives and SMEs, (5) Institutional Cooperation, (6) Cooperative Enterprises, (7) Condition / initial character of SMEs, (8) SME Business Conditions, (9) Production SMEs and Technology (10) Policy and Regional Autonomy (11) Empowerment Program for Cooperatives and SMEs. The above problems are estimated to be the cause of low productivity and competitiveness of cooperatives. Some indications show that this problem is directly related to the fundamental policies of the increasingly unfavorable to efforts to empower cooperatives and SMEs. To overcome this problem the priority scale analysis performed suggests that a more fundamental policy reorientation is directed more to the policies and programs that emphasize empowerment of Cooperatives and SMEs, especially for SMEs and improve the internal conducive business climate. Throughout the basic conception, the factors that need to be strengthened is position as a cooperative institution empowerment of SMEs. This work is done by increasing the intensity of cooperative development, the role of socialization and the position of cooperatives in national development, and implement outreach programs on the importance of the role of cooperatives in support of national development. The government of RoI had declared the successful story for handling poverty with lowering number and rate of people poor in Indonesia, although, number and rate of poverty is still high in Indonesia. The ministry of Cooperative & SME as a one agency of government responsibles for poverty alleviation in term of Cluster-3, refering to Ministry Coordination of People Welfare cluster. Meanwhile, cooperative development had showed outcome where number of cooperative member is a million people and the other side the number of people poor is still high. It is interested to know the relationship between establishment cooperative and poverty alleviation. With probability theory and province scope, it’s revealed that the relationship cooperative and poverty alleviation is not so high. Gopar (Deputy Minister For Research & Development of SME & Cooperative Resources) REVIEW OF GOVERNMENT PARTICIPATION SOUTH BORNEO PRIVINCIAL TO COOPERATIVE JRL. Coop. Sept. 2011 Vol. 6-Sept. h. 70 - 88 Assessmt. and SME Cooperative as a business entity is a dynamic institution which should strengthen its business. In strengthening the business will need capital, capital owned as well as capital borrowed. When capital owned is shortened then cooperative will have to seek capital from outside, one of them is cooperative stock (modal penyertaan). As consequences of the cooperative stock used, there are three institutional formulas; cooperative stock directed to cooperative business, to autonomous business unit of cooperative, and to investor owned firms. South Kalimantan Government has invested its owned capital to cooperatives through the first formula. The investors do not have the right to vote because only the members have it. In order to minimize disputes, the parties have made a written agreement (SPMKOP), which set dividend share of 70% for cooperative and 30% for South Kalimantan Government. The three formulas would change the institutional and the operational system of cooperative. The changes on certain level might need some revision on the regulation. It is recommended to revise the Government Regulation on cooperative stock and the related regulations. Coop. Sept. 2011 Vol. 6-Sept. h. 89 - 123 Assessmt. and SME This study aims to analyze the economic development of communities in the border region and the role of cooperatives and SMEs in order to alleviate poverty. Research conducted in the west Kalimantan border area and NTT. Potential border areas that can be developed based on analysis of Location Quotient (LQ), AHP and FGD results in Kupang and Pontianak, agreed on a potential commodity to be developed in the role of increases in the border region cooperatives and SMEs Belu (NTT) is cattle and corn, while for Sanggau District (West Kalimantan) is pepper and cocoa. Potential cooperatives and SMEs in Sanggau border area against Sanggau district for cooperatives contribute to 2% shares, micro business contributes to 5% and small business contributes to 2%. In border areas between Belu district and Timor Leste, cooperatives that are potential contributes to1.7% shares, micro business 3.2% shares, small business 2.3% shares, and middle business to 3% shares. The role of cooperatives and SMEs, especially Cooperative in empowering border areas is still small and has not been functioning properly for the empowerment of border communities. To increase the role of KUMKM, a role model has been designed to increase KUMKM shares in border areas within next 5 years for border areas between Sanggau district and Malaysia, from 5% to 15% of
