of Republic of Indonesia shall direct resource for<br />
tackling poverty in Indonesia. The government of RoI<br />
had declared the successful story for handling poverty<br />
with lowering number and rate of people poor in<br />
Indonesia, although, number and rate of poverty is still<br />
high in Indonesia. The ministry of Cooperative & SME<br />
as a one agency of government responsibles for poverty<br />
alleviation in term of Cluster-3, refering to Ministry<br />
Coordination of People Welfare cluster. Meanwhile,<br />
cooperative development had showed outcome where<br />
number of cooperative member is a million people and<br />
the other side the number of people poor is still high. It<br />
is interested to know the relationship between<br />
establishment cooperative and poverty alleviation. With<br />
probability theory and province scope, it’s revealed that<br />
the relationship cooperative and poverty alleviation is<br />
not so high.<br />

Cooperative as a business entity is a dynamic<br />
institution which should strengthen its business. In<br />
strengthening the business will need capital, capital<br />
owned as well as capital borrowed. When capital owned<br />
is shortened then cooperative will have to seek capital<br />
from outside, one of them is cooperative stock (modal<br />
penyertaan).<br />
As consequences of the cooperative stock used, there<br />
are three institutional formulas; cooperative stock<br />
directed to cooperative business, to autonomous<br />
business unit of cooperative, and to investor owned<br />
firms. South Kalimantan Government has invested its<br />
owned capital to cooperatives through the first formula.<br />
The investors do not have the right to vote because only<br />
the members have it. In order to minimize disputes, the<br />
parties have made a written agreement (SPMKOP),<br />
which set dividend share of 70% for cooperative and<br />
30% for South Kalimantan Government.<br />
The three formulas would change the institutional and<br />
the operational system of cooperative. The changes on<br />
certain level might need some revision on the regulation.<br />
It is recommended to revise the Government Regulation<br />
on cooperative stock and the related regulations.<br />

This study aims to analyze the economic<br />
development of communities in the border region and<br />
the role of cooperatives and SMEs in order to alleviate<br />
poverty. Research conducted in the west Kalimantan<br />
border area and NTT. Potential border areas that can<br />
be developed based on analysis of Location Quotient<br />
(LQ), AHP and FGD results in Kupang and Pontianak,<br />
agreed on a potential commodity to be developed in the<br />
role of increases in the border region cooperatives and<br />
SMEs Belu (NTT) is cattle and corn, while for Sanggau<br />
District (West Kalimantan) is pepper and cocoa.<br />
Potential cooperatives and SMEs in Sanggau border<br />
area against Sanggau district for cooperatives<br />
contribute to 2% shares, micro business contributes to<br />
5% and small business contributes to 2%. In border<br />
areas between Belu district and Timor Leste,<br />
cooperatives that are potential contributes to1.7%<br />
shares, micro business 3.2% shares, small business<br />
2.3% shares, and middle business to 3% shares. The<br />
role of cooperatives and SMEs, especially Cooperative<br />
in empowering border areas is still small and has not<br />
been functioning properly for the empowerment of<br />
border communities.<br />
To increase the role of KUMKM, a role model has<br />
been designed to increase KUMKM shares in border<br />
areas within next 5 years for border areas between<br />
Sanggau district and Malaysia, from 5% to 15% of
