Hvorvidt årsagen til det faldende faglige niveau i folkeskolen, som internationale
undersøgelser påpeger, skal findes i den udvikling folkeskolen har gennemgået i de sidste
knapt 20 år, kan ikke entydigt besvares, men med tanke på de udfordringer folkeskolen stod i
med en ændret styrelsesstruktur og ressourcekrævende krav til folkeskolelovens indfrielse,
havde folkeskolens interessenter ikke just nemme arbejdsbetingelser i driften af vores fælles
folkeskole.
11. English Summery
The Danish Primary School has generally been known by a high quality of education, but
during the decade of the 1990s the fine reputation suffered some damage as a number of
comparable international tests put the Danish school system on an unseen low rank - far from
the other countries that we usually were comparing our selves to. The sudden change of this
old public institution is the initial reason of choosing an analysis on the development of the
Danish Primary School in the 1990’s with focus on the municipal education system of Århus.
In 1990 a new statute of the Danish Primary School came into force, and implied an
increased responsibility for the municipal authorities concerning the ways of running the
school system based on principles of a framework law. On financial matters and issues of
education the local authorities now were bound to decide in what ways the newly established
school boards should gain competence of decisions at each primary school.
The composition of the school boards gave majority to the representatives of parents,
while the professional staff of teachers now found them selves with less formal influence
compared to the former statute. In general the changes in 1990 basically concerned the outer
frames of the school.
A few years after the statute’s coming into force the inner frames where about to be
changed by the School Law of 1993 with effect from august 1994. The new school law
contained quite a few renewals such as new principles of teaching, a wider co-operation
between school and home, further integration of electronic data processing in all subjects. The
utilizing of the new standards in the school law lay a heavy financial pressure on the groups of
