11. English Summery<br />
The Danish Primary School has generally been known by a high quality of education, but<br />
during the decade of the 1990s the fine reputation suffered some damage as a number of<br />
comparable international tests put the Danish school system on an unseen low rank - far from<br />
the other countries that we usually were comparing our selves to. The sudden change of this<br />
old public institution is the initial reason of choosing an analysis on the development of the<br />
Danish Primary School in the 1990’s with focus on the municipal education system of Århus.<br />
In 1990 a new statute of the Danish Primary School came into <strong>for</strong>ce, and implied an<br />
increased responsibility <strong>for</strong> the municipal authorities concerning the ways of running the<br />
school system based on principles of a framework law. On financial matters and issues of<br />
education the local authorities now were bound to decide in what ways the newly established<br />
school boards should gain competence of decisions at each primary school.<br />
The composition of the school boards gave majority to the representatives of parents,<br />
while the professional staff of teachers now found them selves with less <strong>for</strong>mal influence<br />
compared to the <strong>for</strong>mer statute. In general the changes in 1990 basically concerned the outer<br />
frames of the school.<br />
A few years after the statute’s coming into <strong>for</strong>ce the inner frames where about to be<br />
changed by the School Law of 1993 with effect from august 1994. The new school law<br />
contained quite a few renewals such as new principles of teaching, a wider co-operation<br />
between school and home, further integration of electronic data processing in all subjects. The<br />
utilizing of the new standards in the school law lay a heavy financial pressure on the groups of<br />
93
