according to <strong>the</strong> "Munich Agreement" <strong>of</strong> September 29th, 1938, by<br />

setting up a German controlled so-called "Independent Slovakian<br />

State" on March 14th, 1939, and by invasion and total occupation <strong>of</strong><br />

Bohemia and Moravia on March 15th, 1938. (Details in Parts I1 and<br />

I11 <strong>of</strong> this Report.)<br />

The realisation <strong>of</strong> <strong>the</strong> second part <strong>of</strong> this plan (evacuation <strong>of</strong><br />

what would remain <strong>of</strong> <strong>the</strong> Czech nation after <strong>the</strong> mass murders,<br />

massacres, depoi-tations, de-nationalisation etc., to <strong>the</strong> East) was<br />

prevented by Germany's defeat. (As to <strong>the</strong> plan <strong>of</strong> evacuation see<br />

Part 111, and as to <strong>the</strong> destruction <strong>of</strong> Czech national life see Part IV<br />

<strong>of</strong> this Report.)<br />

(3) Methods in General..<br />

Germany carried her war against Czechoslovakia by all means<br />

short <strong>of</strong> actual military operations for years <strong>before</strong> <strong>the</strong> actual blow<br />

was struck via Munich in October 1938.<br />

The German Pr<strong>of</strong>essor <strong>of</strong> <strong>Military</strong> Science, Evald BANSE, in his<br />

book "Germany Prepares for <strong>War</strong>", London 1934, <strong>the</strong> English trans-<br />

lation <strong>of</strong> which Germany made such efforts to suppress, explains <strong>the</strong><br />

methods <strong>of</strong> "peace-time" preparations for war, methods'which were<br />

afterwards employed against Czechoslovakia.<br />

He urges that disruptive propaganda should be set at work<br />

within <strong>the</strong> country itself "to dissolve <strong>the</strong> united mass <strong>of</strong> <strong>the</strong> enemy<br />

people". He goes on to recommend <strong>the</strong> creation <strong>of</strong> "Fifth Columns".<br />

"Auxiliary posts must be established in <strong>the</strong> capital. Writers <strong>of</strong><br />

<strong>the</strong> country must be got hold <strong>of</strong> and influence exercised through<br />

press, film and radio. Clubs, social centres and reading-rooms can<br />

all be brought into this service. Above all, whispering propaganda<br />

(Fliisterpropaganda) should be organised through native agents."<br />

(4) The Chief Instrument: The Sudeten-German<br />

Henlein Movement.<br />

(a) Deutsche Nationalsozialistische Arbeiter Par-<br />

tei (DNSAP).<br />

Fundamental parts <strong>of</strong> <strong>the</strong> national socialist ideology derived from<br />

<strong>the</strong> Czechoslovak Germans KNIRSCH, KREBS and JUNG who, in<br />

Bohemia in May 1918, had reconstituted <strong>the</strong> German National<br />

Socialist Workers' Party (Deutsche Nationalsozialistische Arbeiter<br />

Partei DNSAP). 9ITLER's party to come was <strong>the</strong> Nationalsoziali-<br />

stische Deutsche Arbeiter-Partei NSDAP.
