Although <strong>the</strong> Munich Agreement and <strong>the</strong> Berlin decisions as<br />

to occupation concern only Germany directly, and left <strong>the</strong> terri-<br />

torial adjustments between Poland and Hungary on one side and<br />

<strong>the</strong> Czechoslovak Republic on <strong>the</strong> o<strong>the</strong>r to form <strong>the</strong> subject <strong>of</strong><br />

direct negotiations between <strong>the</strong> Governments concerned, <strong>the</strong> maps<br />

<strong>of</strong> <strong>the</strong> territory and communes occupied by Poland likewise show<br />

a marked discrepancy as regards <strong>the</strong> letter and spirit <strong>of</strong> <strong>the</strong> Munich<br />

Agreement.<br />

Thus, <strong>the</strong> following predominantly or almost entirely Czech areas<br />

were occupied by Poland:<br />

(3) It would be wrong to take as a basis <strong>of</strong> <strong>the</strong> occupation <strong>the</strong><br />

results <strong>of</strong> <strong>the</strong> 1910 census, partly because <strong>the</strong> nationality conditions<br />

have changed in <strong>the</strong> course <strong>of</strong> 28 years as a result <strong>of</strong> <strong>the</strong> national<br />

movement <strong>of</strong> population, partly also because <strong>the</strong> 1910 census did<br />

not establish nationality (as did <strong>the</strong> census carried out in Czecho-<br />

slovakia in 1920 and 1930), but recorded only <strong>the</strong> "Umgangssprache"<br />

i. e. <strong>the</strong> language commonly used by each individual.<br />

As a result <strong>of</strong> this criterion <strong>the</strong> figures relating to <strong>the</strong> Germans<br />

included also <strong>the</strong> Jews, <strong>of</strong> whom <strong>the</strong>re was a considerable percentage
