Definition
Adverse Effect that would result in damage to the condition, integrity
or key characteristics of the landscape or visual resource
Neutral Effect that would maintain, on balance, the existing level of
condition, integrity or key characteristics of the landscape or
visual resource. Whilst the nature of the change may be
significant, the proposal does not compromise the inherent
qualities of the resource and can incorporate a combination of
positive and negative effects.
Beneficial Effect that would result in improvement to the condition,
integrity or key characteristics of the landscape or visual
resource
17.1.25. The decision regarding the significance of effect and the decision
regarding whether an effect is beneficial or adverse (valency) are
entirely separate. For example, a rating of Major, Beneficial would
indicate an effect that was of great significance and on balance
positive, but not necessarily that the proposals would be extremely
beneficial.
Landscape Designations and Value
17.1.26. The sensitivity of designated landscapes is assessed based on their
relative value. All landscapes are valued to a greater or lesser extent,
and local people generally value open countryside regardless of
whether or not it is designated. However, a despoiled or degraded
landscape would generally be of Low value (and corresponding Low
sensitivity in this respect). Undesignated, ‘everyday’ countryside
would tend to be of Medium value. Nationally designated landscapes,
which enjoy statutory protection (National Parks and Areas of
Outstanding Natural Beauty), have a high value and thus a High
