<strong>Health</strong> systems <strong>in</strong> transition <strong>Hungary</strong> 181<br />

In October 2010, the M<strong>in</strong>istry of National Resources published a discussion<br />

plan to assist <strong>in</strong> the preparation of a government decree conta<strong>in</strong><strong>in</strong>g a detailed<br />

strategy for the health care system. This plan consists of a list of actions and<br />

general objectives for the health care system, albeit without establish<strong>in</strong>g direct<br />

l<strong>in</strong>ks between the two. The plan <strong>in</strong>cludes policy <strong>in</strong>terventions such as:<br />

• sett<strong>in</strong>g up a public care coord<strong>in</strong>ation system;<br />

• allow<strong>in</strong>g privatization only <strong>in</strong> the case of outpatient providers and<br />

family doctors;<br />

• improv<strong>in</strong>g quality assurance by establish<strong>in</strong>g an accreditation system<br />

for the providers;<br />

• eas<strong>in</strong>g the restrictive system of volume limits used <strong>in</strong> the payment<br />

of providers;<br />

• reduc<strong>in</strong>g hospital debt;<br />

• develop<strong>in</strong>g e<strong>Health</strong> comprehensively;<br />

• implement<strong>in</strong>g technical improvements <strong>in</strong> payment methods;<br />

• ref<strong>in</strong><strong>in</strong>g emergency care. (M<strong>in</strong>istry of National Resources, 2010).<br />

In sum, the current government seems to be return<strong>in</strong>g to the health policy<br />

pattern of the governments <strong>in</strong> power between 1990 and 1994 and between 1998<br />

and 2002, focus<strong>in</strong>g on ensur<strong>in</strong>g strong public <strong>in</strong>fluence <strong>in</strong> the governance and<br />

<strong>in</strong> the organization of the health care, while the payment methods are to be<br />

improved through <strong>in</strong>cremental technical upscal<strong>in</strong>g of <strong>in</strong>novations. However,<br />

it is not clear from the current policy papers how the government wants to<br />

address the serious problems of resource collection, which is the ma<strong>in</strong> cause of<br />

the long-last<strong>in</strong>g crisis of the Hungarian health care system.
