1959<br />

● establishes the district physician services, unify<strong>in</strong>g primary care.<br />

1. Act IV on the Civil Code (promulgated: 11/08/1959).<br />

1972<br />

1. Act II of 1972 on <strong>Health</strong> (promulgated: 29/04/1972) (also called the old law on health care)<br />

● establishes access to health services as a right l<strong>in</strong>ked to citizenship (Article 25,<br />

Section 1)<br />

● allows for the possibility to set co-payments for certa<strong>in</strong> health services (Article 25,<br />

Section 2) – came <strong>in</strong>to effect <strong>in</strong> 1975<br />

● def<strong>in</strong>es the National <strong>Health</strong> Service (Article 85, Section 1 and 4).<br />

2. Decree No. 11/1972. (VI. 30.) EüM of the M<strong>in</strong>ster of <strong>Health</strong> on the Code of Order<br />

of <strong>Health</strong> Workers<br />

1975<br />

● describes the process of registration and regulation of health workers<br />

● disallows full time private practice (Article 39, section 2, po<strong>in</strong>t b).<br />

1. Act II of 1975 on Social Insurance and its executive order No. 17/1975. (VI. 14.) MT of the<br />

M<strong>in</strong>isterial Council<br />

1982<br />

● is the old social <strong>in</strong>surance law, which the new social <strong>in</strong>surance structures and<br />

<strong>in</strong>stitutions have been built on<br />

● determ<strong>in</strong>es that overspend<strong>in</strong>g should be covered by the central government budget<br />

(Article 5).<br />

● establishes the Information Centre for <strong>Health</strong> Care (ICHC), which piloted and runs the<br />

performance based provider payment methods of FFS po<strong>in</strong>ts and Hungarian DRGs <strong>in</strong><br />

specialist outpatient and <strong>in</strong>patient care.
