heavily dependent on the balance between potential sav<strong>in</strong>gs result<strong>in</strong>g from<br />

the elim<strong>in</strong>ation of unnecessary services and the <strong>in</strong>creased cost of address<strong>in</strong>g<br />

previously unmet need.<br />

On the system level, however, care coord<strong>in</strong>ation makes more sense,<br />

s<strong>in</strong>ce it selectively tackles <strong>in</strong>efficiencies by address<strong>in</strong>g both the provision<br />

of unnecessary services and the absence of necessary ones. In contrast,<br />

non-selective <strong>in</strong>terventions such as user charges, decrease cost by reduc<strong>in</strong>g both<br />

superfluous and necessary provision, at least <strong>in</strong> the short term, by deterr<strong>in</strong>g<br />

patients from utiliz<strong>in</strong>g health care. This is undesirable from the po<strong>in</strong>t of view<br />

of both efficiency and equity.<br />

Transparency and accountability <strong>in</strong> the Hungarian health care system are<br />

unevenly developed for different areas of service provision and for different<br />

actors. A comprehensive system for monitor<strong>in</strong>g performance has not been<br />

established, although the ma<strong>in</strong> reason for this is not a lack of rout<strong>in</strong>ely collected<br />
