Councils<br />
● establishes hospital supervisory councils, to be set up <strong>in</strong> the first half of 1999<br />
● determ<strong>in</strong>es that councils are to be set up for hospitals with territorial supply obligation,<br />
and should represent the <strong>in</strong>terests of the local population cared for by the hospital<br />
26. Act XCI of 1998 on the Social Insurance Funds’ Budget of 1999 (promulgated:<br />
29/12/1998)<br />
● strengthens control of the pharmaceutical budget (Article 4, section 1, po<strong>in</strong>t d)<br />
● empowers the M<strong>in</strong>ister of <strong>Health</strong> to reallocate between sub-budgets of preventive<br />

● sets the details of obligatory provider reports to the NHIFA, <strong>in</strong>clud<strong>in</strong>g pathways and<br />
