<strong>Health</strong> systems <strong>in</strong> transition <strong>Hungary</strong><br />
<strong>in</strong> <strong>Hungary</strong>, and all dependent family members and children. Hungarian citizens <strong>in</strong><br />
otherwise exempted activities (<strong>in</strong>clud<strong>in</strong>g dependents) who have no alternative coverage<br />
must contribute for medical benefits. (Article 5, 6, 10,11,12,13 and 39 with section 2–4<br />
9. Act LXXXIII of 1997 on the Services of Compulsory <strong>Health</strong> Insurance (promulgated:<br />
25/07/1997) and its executive order of Government Decree No. 217/1997. (XII. 1.) Korm.<br />
● determ<strong>in</strong>es the <strong>in</strong>-k<strong>in</strong>d and cash benefits of the social health <strong>in</strong>surance, and the rules<br />
of their utilization<br />
● declares the responsibility of the state to provide services, regardless of the revenues<br />
of the HIF (Article 4)<br />
● regulates entitlement to services for foreigners (Article 8)<br />
● determ<strong>in</strong>es the right to free choice of family doctors and change of providers and<br />
medical professionals (Articles 11, 18, 19, GD 3, GD 11)<br />
● def<strong>in</strong>es services, which are excluded from statutory health <strong>in</strong>surance coverage<br />

subsidized (Article 21)<br />

● regulates the concept, type and supervision of wait<strong>in</strong>g lists, when these are to be set up<br />

● regulates provision and reimbursement issues for treatment abroad (Articles 27 and 28)<br />

10. Decree No. 26/1997. (IX. 3.) NM of M<strong>in</strong>ister of Welfare on School <strong>Health</strong> Services<br />
● regulates the operation of school health services <strong>in</strong> <strong>Hungary</strong> <strong>in</strong> detail<br />
11. Decree No. 32/1997. (X. 28.) NM of the M<strong>in</strong>ister of Welfare on the Registration and<br />
Licens<strong>in</strong>g of <strong>Health</strong> Care Providers<br />
● regulates the adm<strong>in</strong>istration of registration and licens<strong>in</strong>g <strong>in</strong> detail<br />
12. Act CXXIX of 1997 on the Amendment of Act CXXVI of 1996 on the Use of a Specified<br />
Amount of Personal Income Tax for Public Purposes <strong>in</strong> Accordance with the Taxpayer’s<br />
Instruction (promulgated: 10/12/1997)<br />
● allows for taxpayers to offer 1% of their personal <strong>in</strong>come tax to registered churches<br />
13. Act CXXXI of 1997 on the Amendment of Act LXXXIX of 1992 on the System of<br />
Earmarked and Target Subsidies for Local Governments (promulgated 10/12/1997)<br />
● <strong>in</strong>troduces a new, decentralized component of the earmarked and target subsidy system,<br />
the target-type decentralized grants, which are allocated by the county regional<br />
development councils (Article 2)<br />
14. Decree No. 46/1997. (XII. 17.) NM of the M<strong>in</strong>ister of Welfare on <strong>Health</strong> Services, which<br />
are not Covered by Social <strong>Health</strong> Insurance<br />
● lists services that are excluded from HIF f<strong>in</strong>anc<strong>in</strong>g but covered by the central<br />
government budget (Annex 1)
