FACILITIES MASTER PLAN ENVIRONMENTAL ASSESSMENT<br />

Vehicular access intersections are currently located at 5 points bordering the <strong>National</strong><br />

<strong>Zoo</strong>. Rummel, Klepper & Kahl, LLP evaluated these intersections in terms of the Level<br />

of Service (LOS). The LOS system grants lanes a grade between A and F. LOS A is<br />

intended to describe ideal conditions with little to no delay for motorists. A LOS of D is<br />

the lowest acceptable grade in the District of Columbia, with LOS F representing<br />

excessive delay and intersection failure. As shown in Table 5, during the evaluation no<br />

intersections granting access to the <strong>National</strong> <strong>Zoo</strong> received a LOS lower than B (RK&K,<br />

2006).<br />

Regarding the assessment of traffic it is important to note three ongoing projects in the<br />

vicinity of the <strong>National</strong> <strong>Zoo</strong>:<br />

Connecticut Avenue, NW Bridge – a <strong>plan</strong>ned rehabilitation of the structure<br />

carrying Connecticut Avenue over Klingle Valley, near the northwest portion of<br />

the <strong>National</strong> <strong>Zoo</strong>, and an improvement of the roadway there is <strong>plan</strong>ned to begin<br />

soon (A&M, 2006).<br />

Klingle Road – an environmental impact statement is being prepared regarding<br />

the permanent closing or repair and reopening of this roadway that passes near the<br />

northeast corner of the <strong>National</strong> <strong>Zoo</strong> (The Louis Berger Group, Inc., 2006).<br />

18 th Street/Adams Morgan – currently a Transportation and Parking Study is<br />

taking place in this vicinity located to the southeast of the <strong>National</strong> <strong>Zoo</strong> to assess<br />

current pedestrian safety and parking issues and determine any necessary<br />

improvements (HTNB, 2006).<br />

Impacts to Transportation<br />

No-Action Alternative<br />

<strong>National</strong> <strong>Zoo</strong> attendance is expected to continue to increase to preexisting levels of 3<br />

million visitors per year by 2016. Under the No-Action Alternative, no steps would be<br />

taken to manage potential congestion along North Road due to this anticipated increase.<br />

Current congestion along Connecticut Avenue during peak school bus and charter bus<br />

days would not be mitigated and steps would not be taken to increase parking capacity to<br />

manage the number of peak parking overflow days. Current conditions would remain<br />

with regard to pedestrian circulation and safety. The No-Action Alternative would have<br />

minor long-term adverse impacts to the transportation system.<br />
