C.5 Community Facilities and Services<br />

The <strong>National</strong> <strong>Zoo</strong> is within the Washington, DC’s Second Police District, located at 3320<br />

Idaho Ave., NW. The rate of reported crime in the Fifth Police District has declined<br />

steadily from 11,166 crimes in 1993 to 2,945 crimes in 2003. These trends are consistent<br />

with declining crime rates throughout Washington, DC (Washington, DC, 2006b).<br />

The Washington, DC Fire and Emergency Medical Services Department provides fire<br />

and rescue services for the AFRH-W. The closest station, located at 1763 Lanier Place,<br />

NW, houses the Engine 21 Station (Washington, DC, 2006a).<br />

Washington, DC is divided into eight Wards which are then subdivided into 37 Advisory<br />

Neighborhood Commissions. These divisions are for legislative purposes to provide<br />

direct contact by the residents of a neighborhood to the government. The project site is<br />

located in Ward Three, Advisory Neighborhood Commission Area C (Washington, DC,<br />

2006a)<br />

Impacts to Community Facilities and Services<br />

No-Action Alternative<br />

Under the No-Action Alternative, there would be no change in operations or new<br />

<strong>facilities</strong> that would have an effect on existing emergency response, fire, police or other<br />

services. The No-Action Alternative would have no impact on community <strong>facilities</strong> and<br />

service.<br />

Alternatives A, B, and C<br />

Under Alternatives A, B, and C, facility improvements would result in revitalization of<br />

older exhibits including renovation of exhibits, revitalization of entrances, installation of<br />

new transportation <strong>facilities</strong>, and construction of new administrative <strong>facilities</strong>. No<br />

activities or change in operations have been identified that would have an effect on<br />

community <strong>facilities</strong> and services. Existing services such as emergency response, fire,<br />

police and other services would continue to be able to serve the <strong>National</strong> <strong>Zoo</strong>.<br />

C.6 Infrastructure<br />

The <strong>National</strong> <strong>Zoo</strong> completed a Utility Infrastructure Master Plan for the Rock Creek site<br />

in 2006. The Utility Infrastructure Master Plan did not include evaluation of high voltage<br />

electric distribution systems. The Master Plan also included recommendations for<br />

improvements to the utility systems. Those recommendations are not repeated here and<br />

should be reviewed in the context of the complete Utility Infrastructure Master Plan. The<br />

Utility Infrastructure Master Plan investigated/analyzed the following site utilities:<br />

Telecommunications (copper and fiber)<br />

Steam<br />

Natural Gas<br />

Water<br />

Storm and Contaminated Storm Sewer<br />

Sanitary Sewer<br />
