Public Safety<br />

A quick response to emergency incidents is essential to<br />

life saving operations, the control and reduction <strong>of</strong><br />

property damage, and maintaining an orderly city in<br />

which the populous feels safe. With this in mind, the<br />

projects included here not only address Public Safety,<br />

but are also supportive to other General Plan subelements<br />

such as Land Use & Transportation and<br />

Environmental Management.<br />

Funding Sources: Public Safety projects are primarily<br />

funded by the General Fund. Supplemental funding for<br />

specific enforcement programs and equipment<br />

acquisition is provided by State and Federal Grant<br />

funds. Another source <strong>of</strong> funding is Asset Forfeiture<br />

monies, received through drug and other law<br />

enforcement activities.<br />

Major Public Safety Projects<br />

The Public Safety Plan includes projects that relate to<br />

recruitment and training efforts, emergency operations,<br />

services provided, and rehabilitation and repair <strong>of</strong><br />

Public Safety buildings.<br />

Recruitment & Training. These projects directly<br />

relate to the recruitment and training <strong>of</strong> sworn <strong>of</strong>ficers<br />

over the 20-year planning period. The total 20-year<br />

budget for these projects is $53.2 million. These<br />

projects specifically fund the cost <strong>of</strong> recruits, while the<br />

fixed costs for recruitment are funded in the operating<br />

budget. Individual projects are set up for each<br />

recruitment class in the first ten years while<br />

recruitment costs in years 11-20 are captured in a<br />

single project. As part <strong>of</strong> the development <strong>of</strong> the FY<br />

2010/2011 projects budget, staff reviewed and<br />

restructured the recruitment process which resulted in<br />

more than $13.5 million in savings over the 20-year<br />

plan. These projects will be evaluated and adjusted<br />

annually.<br />

Emergency Operations. These projects include<br />

training for the Emergency Operations Center, the<br />

Citizen Emergency Response Team, weapons <strong>of</strong> mass<br />

destruction training, and urban areas security training.<br />

Services. Several projects relate to providing services<br />

to the <strong>City</strong> <strong>of</strong> Sunnyvale. These projects include<br />

equipment acquisition that will allow more efficient<br />

provision <strong>of</strong> services, seatbelt education and<br />

enforcement and DUI enforcement and awareness<br />

campaigns. These projects are funded by federal and<br />

state grants.
