Parks and Recreation<br />

The mission <strong>of</strong> the Open Space & Recreation Subelement<br />

is to create a community through people,<br />

parks, and programs. This mission is supported<br />

through the provision <strong>of</strong> a wide range <strong>of</strong> accessible,<br />

high-quality open space and recreational programs and<br />

facilities. All <strong>of</strong> the activities are conducted so that<br />

Sunnyvale can meet the open space and recreational<br />

needs <strong>of</strong> its diverse and changing community.<br />

The majority <strong>of</strong> Parks and Recreation projects are<br />

funded by Park Dedication Fees, which may be used to<br />

pay for developing new or rehabilitating existing<br />

neighborhood or community parks or recreational<br />

facilities. Operating costs that arise from these<br />

projects are funded by the General Fund or the<br />

Community Recreation Fund.<br />

In FY 2007/2008, a comprehensive study <strong>of</strong> the <strong>City</strong> <strong>of</strong><br />

Sunnyvale’s parks, golf, and recreation operations was<br />

undertaken with the intent <strong>of</strong> identifying strategies for<br />

meeting current and future community needs based on<br />

changing trends in recreation, new patterns for<br />

recreation participation, and new areas <strong>of</strong> growth and<br />

development in the <strong>City</strong>. The study included a 20-year<br />

capital improvement plan with estimated project and<br />

ongoing operating costs. This capital improvement<br />

plan incorporated the <strong>City</strong>’s current inventory <strong>of</strong><br />

funded and unfunded parks and recreation capital<br />

projects and created a more comprehensive plan based<br />

on the goals <strong>of</strong> the study. A list <strong>of</strong> all the projects in<br />

this plan is included at the end <strong>of</strong> this section. For the<br />

current project budget, staff reviewed and prioritized all<br />

<strong>of</strong> the projects in this capital improvement plan. Based<br />

on the funding capacity <strong>of</strong> the Park Dedication Fund,<br />

not all <strong>of</strong> the projects in the plan can be funded. As a<br />

result, the projects prioritized highest have been<br />

funded.<br />

Major Parks and Recreation Projects<br />

The major funded projects in the parks and recreation<br />

category are:<br />

Parks. The current budget includes 21 projects that<br />

provide funding for park rehabilitation and upgrades.<br />

$4.1 million has been budgeted for the construction <strong>of</strong><br />

a neighborhood park at Morse Avenue.<br />

Golf. There are ten projects that relate to upgrades and<br />

repairs at Sunnyvale Municipal Golf Course and<br />

Sunken Gardens Golf Course. Funding has been<br />

accelerated for the Sunnyvale Golf Course Continuous<br />

Cart Path project.
