It is believed that the 20 foot wide strip <strong>of</strong> <strong>City</strong> owned property at 775 Dona Avenue was developed by the neighborhood in the 1950's to add a small single story wood frame structure which later<br />

became known as the Eunice Figgins Girl Scout House. Ownership <strong>of</strong> the structure is unclear, but is assumed to be the <strong>City</strong>. The Girl Scouts used this building until August 1996. Due to its unusual<br />

neighborhood location under the PGE power lines and limited amenities, the building was only infrequently used in subsequent years.<br />

In 2000, the Facilities and Building Divisions determined that the building had become uninhabitable and unrentable due to pervasive mold and asbestos issues. Recently, the building has<br />

unfortunately become an attractive nuisance and break ins have occurred.<br />

This project would demolish the structure and return the land to its original undeveloped state.<br />

Project Evaluation and Analysis<br />

Because the structure cannot be leased or occupied due to asbestos and mold concerns, the alternatives are either renovate, keep "as is" or demolish. Renovation would not be cost effective due to<br />

the location and limited usefulness <strong>of</strong> the structure other than for storage, <strong>of</strong> which the <strong>City</strong> has other, more convenient and accessible options. Keeping the structure "as is" may invite more break<br />

ins and vandalism as the building deteriorates. Demolition is considered the best option by staff. PG&E will need to partner with the <strong>City</strong> on any change in disposition since approximately half <strong>of</strong><br />

the structure resides on their property.<br />

Fiscal Impact<br />

Costs to demolish the structure are currently estimated at $20,000, but more detailed analysis will be required. The <strong>City</strong> will pursue cost sharing <strong>of</strong> expenses with PG&E and will not proceed until a<br />

cost sharing agreement is reached.<br />
