This project involves replacement <strong>of</strong> heating ventilation and air conditioning (HVAC) systems for the Community Center complex. The replacement requirements <strong>of</strong> the HVAC units are identified<br />

by inspections and manufacturers' specifications on equipment life spans, and failures that may occur. Facilities Staff prepares cost estimates based on a variety <strong>of</strong> methods including past<br />

experience, knowledge <strong>of</strong> the industry, and informal or formal estimates from pr<strong>of</strong>essionals. Assessment, analysis, and cost estimates <strong>of</strong> the HVAC systems at the Community Center were<br />

completed in FY 2005/06, and updated in FY 2006/07. Funds in FY 2008/09 are to complete the HVAC replacement at the Creative Arts Center Building and the Performing Arts Center Building.<br />

This project will be completed in conjunction with ro<strong>of</strong>ing projects at the same building and are expected to be finished during FY 2008/09.<br />

These HVAC systems have a 20 year life span and will be replaced in FY 2028/29. The replacement will only cover the HVAC systems and not the ducting, which has a 30 year useful life.<br />

Prolonging this project may result in higher operational cost due to a higher frequency <strong>of</strong> repairs and/or higher capital cost for emergency HVAC component replacement. Additionally, Facilities<br />

staff has had numerous complaints about the comfort <strong>of</strong> these buildings, which is attributable to the inadequacy <strong>of</strong> the aging HVAC equipment.<br />

Funds in FY 2010/11 are for HVAC replacements at the Recreation Center and the Indoor Sports Center. This work will be coordinated with the ro<strong>of</strong> replacement projects at these sites. (Project<br />

819630).<br />

Project Evaluation and Analysis<br />

Staff looked into different alternatives after the evaluation <strong>of</strong> these systems in FY 2006/07. The recommendation is for replacing some, not all, <strong>of</strong> the existing equipment. Staff is in agreement with<br />

the analysis <strong>of</strong> the Community Center HVAC systems. Staff is completing this project in conjunction with the ro<strong>of</strong> replacement <strong>of</strong> the same buildings since the ro<strong>of</strong> must be disturbed to remove, and<br />

replace, the HVAC components. This will be more cost effective if done simultaneously.<br />

Fiscal Impact<br />

Funding is from Park Dedication Fees. There are no additional operating costs associated with this project.<br />
