The project will provide funding to study the operational efficiency and optimal staffing levels in 7 <strong>City</strong> departments (excluding NOVA, and 3 other departments already studied: Public Safety,<br />

Public Works, and Finance). The scope <strong>of</strong> the study includes a comprehensive analysis which focuses on, but is not limited to: organizational structure, including the division <strong>of</strong> labor and<br />

manager/supervisor span <strong>of</strong> control, effectiveness <strong>of</strong> staffing levels, leave time, training, cost effective shift scheduling in applicable areas, centralized vs. decentralized services, and avoidance <strong>of</strong><br />

service duplication.<br />

Project Evaluation and Analysis<br />

The study will review the cost effectiveness and quality <strong>of</strong> service provided by each department through current staffing levels and assignments and make recommendations for improvements, as<br />

appropriate. An implementation plan will be created for each department, responding to the status or proposed disposition <strong>of</strong> each <strong>of</strong> the study's findings/recommendations.<br />
