Commissioning Schedule<br />
Closure <strong>of</strong> Diversion Tunnel T-2 would be planned<br />
during 2nd quarter <strong>of</strong> 2004-2005 subject to<br />
observance <strong>of</strong> water discharge in the river for<br />
impoundment <strong>of</strong> reservoir and commissioning <strong>of</strong><br />
the units.<br />
Expenditure<br />
Total expenditure incurred on Tehri Stage-I (1000<br />
MW) upto March, 2004 is Rs.6009.29 cr.<br />
(Provisional).<br />
REHABILITATION<br />
Rehabilitation is being implemented in two<br />
phases. The Phase-1 covers those families<br />
affected by construction <strong>of</strong> C<strong>of</strong>fer Dam, including<br />
the Old Tehri Town. In Phase-11, all remaining<br />
families to be affected due to impoundment are<br />
being rehabilitated.<br />
The Phase-1 Rural Rehabilitation is nearly<br />
completed, with 98.5 <strong>of</strong> the families i.e. all those<br />
families who have come forward have been paid<br />
compensation and rehabilitated.<br />
In Phase-11, 2463 out <strong>of</strong> 3365 rural families have<br />
been rehabilitated through allotment <strong>of</strong> land or<br />
payment <strong>of</strong> cash in lieu there<strong>of</strong>. Under Phase-<br />
11, families residing upto EL 780 m. are being<br />
rehabilitated first and balance families above EL<br />
780 m. are planned to be rehabilitated by<br />
June,2004.<br />
The Urban affected population has been<br />
rehabilitated in New Tehri Town and at<br />
Rishikesh/Dehradun as per their option. The NTT<br />
has been developed at a height <strong>of</strong><br />
1350-1850 M., and has all modern facilities<br />
including a University Campus, Hospital,<br />
Educational and Financial Institutions, Markets,<br />
Places <strong>of</strong> worship and public utility buildings.<br />
The major recommendations <strong>of</strong> the Hanumantha<br />
Rao Committee, approved by the Govt. in Dec.,<br />
1998 in regard to rehabilitation <strong>of</strong> the affected<br />
population include definition <strong>of</strong> family so as to<br />
make all major sons and major daughters who<br />
attained the age <strong>of</strong> 21 years, and dependent<br />
parent (Mother/Father) <strong>of</strong> the fully affected entitled<br />
land owner on 19.07.1990, eligible for ex-gratia<br />
payment <strong>of</strong> 750 days minimum agricultural wage<br />
each, grant <strong>of</strong> house construction assistance to<br />
the urban land owner families, linked with the<br />
progress <strong>of</strong> construction and shifting, allotment<br />
<strong>of</strong> one constructed shop to shop owners not<br />
running the shops, recognition <strong>of</strong> the right <strong>of</strong><br />
people, living in the villages upstream <strong>of</strong> Tehri<br />
reservoir, over the water from Bhagfrathi and<br />
Bhilangna rivers and tributaries for drinking and<br />
irrigation purposes.<br />
The responsibility for the Rehabilitation &<br />
Resettlement was transferred to the State Govt.<br />
in 1999, to be carried out under the overall<br />
supervision and control <strong>of</strong> Commissioner, Garhwal<br />
assisted by various State Govt. <strong>of</strong>ficials, with<br />
funds for R&R to be provided by THDC.<br />
ENVIRONMENT<br />
Environmental clearance was accorded by MOEF<br />
vide their letter dated; 19.7.1990.<br />
Various studies as per the Environmental<br />
clearance conditions have been completed and<br />
Action Plans drawn up wherever required. Action<br />
for the protection and upgradation <strong>of</strong> environment<br />
is being actively pursued. THDC is carrying out<br />
Catchment Area Treatment in the high and very<br />
high credibility classification. An area <strong>of</strong> 52,204<br />
ha. was to be treated under the Catchment Area<br />
Treatment Programme. An area <strong>of</strong> 46540 ha.<br />
has been treated till March’04 and balance <strong>of</strong><br />
5664 Ha. in non-forest area shall be treated by<br />
June,2004. In accordance with the conditions<br />
laid down by the MOEF, Forest Deptt., Govt. <strong>of</strong><br />
Uttaranchal has set up a Botanical Garden which<br />
is located adjacent to the Reservoir in an area<br />
<strong>of</strong> 14.28 Ha. at Koti in Tehri Garhwal. The<br />
construction work and plantation <strong>of</strong> species<br />
coming under submergence in the Botanical<br />
Garden has already been completed by the Forest<br />
Deptt. GOUA at project cost. The consultancy<br />
and implementation <strong>of</strong> the Action Plan for<br />
mitigating the possible impact on “Mahseer Fish”<br />
due to construction <strong>of</strong> Tehri Dam has been taken<br />
up by the National Research Centre on Cold<br />
Water Fisheries, Bhimtal, Distt. Nainital. MOEF<br />
granted forest clearance in June, 1987 with<br />
stipulation that the project authorities will carry<br />
out compensatory afforestation in an area <strong>of</strong> 3815<br />
ha. <strong>of</strong> non forest land. An area <strong>of</strong> 4516 ha. has<br />
already been planted in districts <strong>of</strong>Jhansi and<br />
Lalitpur in U.P. The plantation done on non-forest<br />
land is being converted into protected forest by<br />
State Forest deptt. KOTESHWAR PROJECT(400<br />
MW) The Koteshwar H.E. Project is an integral<br />
part <strong>of</strong> the 2400 MW Tehri Hydro <strong>Power</strong><br />
Complex. CCEA has approved the execution <strong>of</strong><br />
Koteshwar H.E Project (4X100 MW), at a cost<br />
<strong>of</strong> Rs.1301.56 Cr. including IDC <strong>of</strong>Rs.190.04 Cr.<br />
at Oct.’99 price level.<br />
