CONSULTATIVE COMMITTEE OF MEMBERS<br />

OF PARLIAMENT<br />

During the year 2003-2004, the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong><br />

coordinated and organized Five meetings <strong>of</strong> the<br />

Consultative Committee <strong>of</strong> Members <strong>of</strong><br />

Parliament for the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>. The subjects<br />

for discussion at these meetings were (i)<br />

“TRAINING AND DEVELOPMENT IN POWER<br />

SECTOR” (ii) “CAPACITY ADDITION<br />

PROGRAMME DURING THE TENTH FIVE YEAR<br />

PLAN” (iii) “POWER FINANCE CORPORATION<br />

LTD.” (iv) “BHAKRA BEAS MANAGEMENT<br />

BOARD” and (v) “DAMODAR VALLEY<br />

CORPORATION”.<br />

CONTROLLER OF ACCOUNTS ( COA )<br />

The Secretary is Chief Accounting Authority <strong>of</strong><br />

<strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> . The <strong>of</strong>fice <strong>of</strong> Controller <strong>of</strong><br />

Accounts functions under overall supervision <strong>of</strong><br />

JS & FA. It has Controller <strong>of</strong> Accounts with<br />

one Deputy Controller <strong>of</strong> Accounts and 7 Pay &<br />

Accounts Officers including one outstation Pay<br />

and Accounts Officer in Bangalore having cheque<br />

drawing powers and one for Internal Audit. The<br />

monthly accounts <strong>of</strong> all the PAO’s are submitted<br />

regularly to the Principal Accounts Office every<br />

month who is responsible for consolidation and<br />

submission <strong>of</strong> Accounts in Detailed Classified<br />

Form to Controller General <strong>of</strong> Accounts in a<br />

floppy. The Principal Accounts Office is also<br />

responsible for the preparation <strong>of</strong> Appropriation<br />

Account, Statement <strong>of</strong> Central Transactions (SCT)<br />

and Finance Account on annual basis for<br />

submission to the Controller General <strong>of</strong> Accounts<br />

( CGA ). Which is then compiled for the Govt.<br />

<strong>of</strong> India Accounts.<br />

The Office <strong>of</strong> Controller <strong>of</strong> Accounts also bring<br />

out an annual accounting booklet called<br />

‘Accounts at a Glance ‘ which contains total<br />

transactions <strong>of</strong> the <strong>Ministry</strong> and its various<br />

organisations . It gives a brief overview <strong>of</strong><br />

Accounting trends . The <strong>of</strong>fice <strong>of</strong> the Controller<br />

<strong>of</strong> Accounts is also responsible for preparing the<br />

Receipt Budget <strong>of</strong> the <strong>Ministry</strong>.<br />

Computerisation<br />

The Office <strong>of</strong> the Controller <strong>of</strong> Accounts is<br />

generating Computerised Accounts through two<br />

packages namely INTEGRATED MODULAR FOR<br />

PROCESSING VOUCHER (IMPROVE) for<br />

accounts <strong>of</strong> PAO and CONTROLLER’S<br />

ACCOUNTING ( CONTACT ) for monthly accounts<br />

<strong>of</strong> Pr. Accounts Office. The new Package named<br />

COMPACT (Pre-check, Compilation, GPF etc.<br />

Modules) for Pay and Accounts Offices and<br />

CONTACT(ORA) for Principal Accounts Office has<br />

been working properly.<br />

A Pay package has been developed using<br />

Micros<strong>of</strong>t Excel and pay slips and other reports<br />

are being generated through this package. The<br />

major achievement has been on computerization<br />

<strong>of</strong> loans given to Public Sector undertakings.<br />

The Public Deposit Account <strong>of</strong> concerned Public<br />

Sector undertaking has also been computerised.<br />

Internal Audit Wing (IAW)<br />

The Internal Audit Wing ensures adoption <strong>of</strong> sound<br />

procedure, regularities and financial propriety <strong>of</strong><br />

transactions <strong>of</strong> accounts. This Wing advises<br />

the DDOs and their staff for correct<br />

implementation <strong>of</strong> rules and maintenance <strong>of</strong><br />

proper records. IAW also pursues the settlement<br />

<strong>of</strong> objections raised by Statutory Audit.<br />

GRIEVANCE CELL<br />

MINISTRY OF POWER<br />

The Grievance Cell in <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong> deals<br />

with redressal <strong>of</strong> grievances relating to various<br />

grievances pertaining to Public Sector<br />

Undertakings, Autonomous bodies, Statutory<br />

bodies and attached <strong>of</strong>fice under the<br />

administrative purview <strong>of</strong> <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>. The<br />

status <strong>of</strong> redressal <strong>of</strong> grievances is being<br />

monitored on monthly basis.<br />

The status <strong>of</strong> grievance redressal for the period<br />

ending on 31.03.2004 is as under:-<br />

Center’ <strong>of</strong> the <strong>Ministry</strong> which is functioning at<br />

Ground Floor <strong>of</strong> the Sharam Shakti Bhavan, New<br />

Delhi. The Website <strong>of</strong> the <strong>Ministry</strong> is accessible<br />

on NIC Web server at the address <strong>of</strong><br />

www.powermin.nic.in.<br />

CENTRAL ELECTRICITY AUTHORITY<br />

To implement the instructions <strong>of</strong> Department <strong>of</strong><br />

Administrative Reforms and Public Grievances,<br />

Shri R. Dahiya, Chief Engineer has been<br />

designated as Director (Grievances) at CEA. A<br />

Committee <strong>of</strong> 6 (Six) CEA Officers consisting <strong>of</strong><br />

Director (A-1), Director (A-2), Under Secretary<br />

(Welfare), Under Secretary (Personnel), Under<br />

Secretary (A) and Section Officer (Welfare)
