unit #3 <strong>of</strong> BTPS ‘B’ have been installed.<br />
Installation <strong>of</strong> additional ESPs in balance units<br />
<strong>of</strong> BTPS‘B’ unit #1&2 are in advanced stage.<br />
Further, in order to reduce emission level in all<br />
210 MW units, it has been planned to introduce<br />
Ammonia Condition System. At the initial phase,<br />
the system will be implemented in one unit each<br />
at MTPS and BTPS‘B’ and will progressively be<br />
implemented in other 210 MW units <strong>of</strong> DVC,<br />
subject to its satisfactory performance and fruitful<br />
results.<br />
Beside Stack emission, effluents from the plants<br />
are also monitored and reported to the respective<br />
Pollution Control Boards on regular basis. With<br />
a view to arrest suspended solids <strong>of</strong> plant drains,<br />
action has been initiated for construction <strong>of</strong> two<br />
surge ponds at CTPS and one surge pond at<br />
BTPS ‘B’. The Effluent Treatment Plant at MTPS<br />
is nearing completion.<br />
As regards solid waste management, ash from<br />
the thermal plants is being discharged in slurry<br />
form in ash ponds and evacuated from the ponds<br />
at Bokaro, Chandrapura and Durgapur to the<br />
abandoned coal mines <strong>of</strong> CCL, BCCL and ECL<br />
respectively. For utilization <strong>of</strong> generated fly ash<br />
from MTPS, a MOU has been signed with M/s<br />
Lafarge India Ltd. for setting up <strong>of</strong> a fly ash<br />
based cement plant <strong>of</strong> 1 MTA capacity.<br />
RENOVATION & MODERNISATION<br />
DVC undertook number <strong>of</strong> R&M Projects under<br />
Phase-I (7th Plan), Phase-II (8th Plan) and Phase-<br />
III (9th Plan) Schemes. All projects taken up in<br />
Phase-I and Phase-II have been completed<br />
except one transferred to Phase-III Scheme.<br />
While most <strong>of</strong> the projects under Phase-III<br />
Schemes are completed, a few <strong>of</strong> the balance<br />
projects are in different stages <strong>of</strong> completion.<br />
All the above plan activities were taken up in<br />
piecemeal manner. Although there was<br />
improvement in respective areas but improvement<br />
in overall performance <strong>of</strong> the plants upto the<br />
desired level could not be achieved.<br />
In line with thrust given by Government <strong>of</strong> India<br />
on R&M with Life Extension (LE) <strong>of</strong> old power<br />
generating units in 10th Plan, DVC planned for<br />
comprehensive R&M/LE <strong>of</strong> all its old thermal<br />
and hydel units based on Residual Life<br />
Assessment (RLA) studies, to be started during<br />
10th plan for completion in 11th plan period. The<br />
details are indicated below.<br />
THERMAL UNITS<br />
10 old units <strong>of</strong> vintages ranging from 51 to<br />
25 years viz. BTPS ‘A’ Units # I to III, DTPS<br />
Unit # III and CTPS Units # I to VI have<br />
been taken up for RLA based comprehensive<br />
R&M/LE. NTPC has been engaged as<br />
consultant for the project.<br />
RLA studies <strong>of</strong> four units namely CTPS Unit<br />
# II & IV, DTPS Unit # III and BTPS ‘A’ Unit<br />
# III are completed. RLA/CA study for CTPS<br />
Unit # I & III, based on specifications<br />
received from NTPC on 09.02.2004, is under<br />
process <strong>of</strong> tendering.<br />
On review <strong>of</strong> DPR and Techno-economic<br />
Feasibility Report, CEA advised to restrict the<br />
overall R&M cost per MW to Rs.1.20 crores.<br />
Considering the high R&M cost <strong>of</strong> NTPC’s<br />
proposal and advice <strong>of</strong> CEA to restrict the<br />
overall DVC prepared a shelf <strong>of</strong> proposal for<br />
R&M <strong>of</strong> these units based on the revised<br />
scope <strong>of</strong> work and submitted the same to<br />
CEA & NTPC. After a joint review meeting<br />
among CEA, NTPC & DVC on the R&M<br />
proposals, CEA vide letter dt. 07.01.04 &<br />
23.01.04 recommended –<br />
1 To carry out the initial activities like<br />
installation <strong>of</strong> new ESPs, overhauling, etc.<br />
for revival <strong>of</strong> BTPS ‘A’ units I, II & III and<br />
to conduct PET for formulating the R&M<br />
activities to be taken up subsequently.<br />
The estimated cost for revival is Rs.50<br />
crores.<br />
2 To proceed ahead for R&M <strong>of</strong> CTPS<br />
Units # I,II&III and DTPS Unit # III.<br />
Proposal <strong>of</strong> tendering for installation <strong>of</strong> new<br />
ESP and revival <strong>of</strong> BTPS ‘A’ Units I, II & III is<br />
under process. Consent to operate the units<br />
for trial run is expected from JSPCB shortly.<br />
Draft Technical Specification for R&M/ LE <strong>of</strong><br />
DTPS Unit # III has been received from NTPC<br />
on 19.02.04. Final Specification/ Bid document<br />
for R&M/ LE <strong>of</strong> CTPS Units # I, II & III is<br />
awaited from NTPC. Tendering Proposal for<br />
R&M <strong>of</strong> DTPS Unit # III and CTPS Units # I,<br />
II & III has been initiated.<br />
Regarding R&M/ LE <strong>of</strong> CTPS Units # IV, V &<br />
VI, it has been decided in a joint meeting <strong>of</strong><br />
CEA, DVC, NTPC & BHEL on 26.02.04 that<br />
BHEL would check the feasibility <strong>of</strong> conversion<br />
<strong>of</strong> front firing to tangential/corner firing in the<br />
boilers with a view to reduce high oil<br />
consumption using low V.M. Coal. BHEL<br />
experts have not visited Chandrapura site, as<br />
committed. CEA has been requested to<br />
expedite the matter with BHEL.<br />
HYDEL UNITS<br />
4 old units viz. 3 units <strong>of</strong> Maithon Hydel<br />
Station and 1 unit <strong>of</strong> Panchet Hydel Station,<br />
<strong>of</strong> vintages ranging from 47 years, have been<br />
