provided as Additional Central Assistance in<br />
the ratio <strong>of</strong> 90% grant and 10% loan. (States<br />
<strong>of</strong> north-eastern region, Jammu & Kashmir,<br />
Himachal Pradesh, Uttaranchal and Sikkim<br />
are covered under special category).<br />
APDRP is an instrument to leverage<br />
distribution reforms in the States. Therefore,<br />
priority is being given to projects from those<br />
States who have committed themselves to<br />

Schemes undertaken under APDRP are for<br />
renovation and modernisation <strong>of</strong> sub-stations,<br />
transmission lines & distribution transformers,<br />
augmentation <strong>of</strong> feeders & transformers, feeder<br />
and consumer meters, high voltage distribution<br />
system (HVDS), consumer indexing, SCADA,<br />
computerised billing etc.<br />
Consumer indexing has been started in the<br />
states <strong>of</strong> Andhra Pradesh, Delhi, Gujarat,<br />
Karnataka, Madhya Pradesh, Maharashtra,<br />
Punjab, Rajasthan & Uttar Pradesh. HVDS<br />
has been introduced for reduction in pilferage <strong>of</strong><br />
electricity in CPDCL (Andhra Pradesh), NDPL<br />
(Delhi), West Bengal, Noida (Uttar Pradesh) etc.<br />
GIS mapping <strong>of</strong> distribution network has been<br />
introduced in Hyderabad & Vadodara.<br />
As per the MOA signed by the States, 16 states<br />
have opened separate APDRP accounts.<br />
a time-bound programme <strong>of</strong> reforms as<br />
elaborated in the Memorandum <strong>of</strong><br />
Understanding (MoU) and Memorandum <strong>of</strong><br />
Agreement (MoA) and are progressing on<br />
those commitments.<br />
So far 410 projects have been started in 29<br />
States amounting to Rs.16610.19 Crore<br />
during the year 2002-03 and 2003-04. An<br />
up to date status <strong>of</strong> fund released/utilised<br />
is shown on next page (15).<br />
b. Incentive component: - An incentive equivalent to 50% <strong>of</strong> the actual cash loss reduction by<br />
SEBs/ Utilities, is provided as grant. The year 2000-01 is the base year for the calculation <strong>of</strong> loss<br />
reduction, in subsequent years. The cash losses are calculated net <strong>of</strong> subsidy and receivables.<br />
The details <strong>of</strong> the cash loss reduction and incentives released to various states under APDRP are<br />
as below:<br />
Distribution Reforms Committee have been<br />
constituted by the states for review and monitoring<br />
<strong>of</strong> progress on reforms and implementation <strong>of</strong><br />
APDRP schemes. The States have identified<br />
feeder managers to increase accountability. This<br />
is helping the utilities in reduction <strong>of</strong> AT&C<br />
losses. Computerised billing and consumer<br />
complaint centres have been started in selected<br />
towns <strong>of</strong> Andhra Pradesh, Delhi, Gujarat,<br />
Karnataka, Maharashtra, Madhya Pradesh and<br />
Uttar Pradesh.<br />
States <strong>of</strong> Gujarat & Karnataka have started<br />
handing over parts <strong>of</strong> distribution system on<br />
management contract to franchises. Jharkhand<br />
has also invited expression <strong>of</strong> interest for handing<br />
over distribution in Ranchi to franchises.<br />
Experience <strong>of</strong> these states will go a long way in<br />
deciding future course <strong>of</strong> action by other states<br />
in this direction.
