& “Frauds In Projects” were delivered by Officers<br />

from Canara Bank and CVC respectively.<br />

During the year, Senior and Middle Level<br />

Executives <strong>of</strong> the Corporation were deputed for<br />

training to CBI Academy, Ghaziabad, All India<br />

Management Association, New Delhi, <strong>Power</strong><br />

Management Institute, NTPC, etc., to attend to<br />

various training programmes/workshops related<br />

to Vigilance matters.<br />

Prescribed periodical statistical returns were<br />

timely sent to CVC, CBI and MOP. Instructions<br />

received from the Central Vigilance Commission<br />

from time to time were also complied with.<br />

14 regular inspections and four surprise<br />

inspections were carried out by the Officers <strong>of</strong><br />

Vigilance Division in the field Offices through out<br />

the country. In addition to the 7 complaints<br />

brought forward as on 1.1.2003, 10 complaints<br />

were received during the period. All the 17<br />

complaints have been finalised. In addition to<br />

the 6 disciplinary cases pending as on 1.1.2003,<br />

2 new cases were received upto March, 2004.<br />

All the eight Disciplinary cases have been<br />

finalized.<br />

Emphasis was also laid on Preventive Vigilance.<br />

Existing procedure <strong>of</strong> loan documentation,<br />

reimbursement <strong>of</strong> Medical Expenses, drawal <strong>of</strong><br />

2nd and subsequent loan instalments, Kutir Jyoti<br />

Programme, Recovery <strong>of</strong> Special Reserve Fund,<br />

unauthoriised absence and Pending Closure<br />

Proposals were reviewed and streamlined. Agreed<br />

lists in respect <strong>of</strong> all the 19 Offices <strong>of</strong> the<br />

Corporation have been finalised. Annual Property<br />

Returns have been computerised.<br />

As per norms, performance <strong>of</strong> Vigilance Division<br />

was reviewed by the CMD REC, CVO <strong>of</strong><br />

the MOP, Central Vigilance Commission in<br />

addition to the periodical reviews undertaken by<br />

the CVO, REC.<br />

SATLUJ JAL VIDYUT NIGAM LIMITED<br />

Upto date vigilance status <strong>of</strong> the employees and<br />

executives <strong>of</strong> SJVN as well as those on<br />

deputation was maintained and cases <strong>of</strong> vigilance<br />

clearance were promptly dealt with on their<br />

receipt from the concerned administrative<br />

authorities.<br />

In accordance with the instructions contained in<br />

the CVC’s Special Chapter on Vigilance<br />

Management in PSEs, a number <strong>of</strong> posts in the<br />

executive category were identified as sensitive<br />

in nature and proposal submitted for periodic<br />

rotation <strong>of</strong> the executives working against the<br />

sensitive posts.<br />

Complaints other than anonymous /<br />

pseudonymous received from various sources<br />

were taken up for investigation. After completing<br />

investigation, the reports were put to the<br />

concerned competent authorities for taking a view<br />

for initiating disciplinary proceedings in<br />

accordance with the rules.<br />

Inquiry proceedings were completed in all the<br />

pending major penalty cases except one case.<br />

Whenever required as per the rules, cases were<br />

referred to the Central Vigilance Commission for<br />

seeking advice / reconsidered advice before<br />

issuing final orders.<br />

The Agreed List and List <strong>of</strong> Persons <strong>of</strong> Doubtful<br />

Integrity were prepared in accordance with the<br />

laid down guidelines.<br />

Vigilance Awareness week was observed from<br />

3rd November to 8th November 2003. Besides the<br />

pledge which was administered at all the Offices<br />

<strong>of</strong> the Corporation as well as at the Project, the<br />

activities during the week also included a lecture<br />

on the ‘Preventive Vigilance’ by Shri M. K.<br />

Singhal, former Chief Technical Examiner, Central<br />

Vigilance Commission, and a quiz programme<br />

on vigilance related questions. A booklet<br />

containing material on vigilance related topics<br />

was also prepared and circulated. CMD, SJVNL,<br />

also gave a message on this occasion.<br />

Surprise checks were carried out by the Project<br />

Vigilance Officers from time to time and<br />

appropriate preventive action taken in consultation<br />

with the authorities concerned.<br />

THDC<br />

The Vigilance matters <strong>of</strong> the Organisation are<br />

headed by Chief Vigilance Officer appointed by<br />

Govt. <strong>of</strong> India. The Corporation conducted various<br />

Vigilance activities during the year, surprise<br />

inspection and regular checks were made in the<br />

different departments <strong>of</strong> the Project. The Vigilance<br />

Department focused on preventive Vigilance<br />

during the year. A Vigilance Awareness Week<br />

was observed in all Units/Offices <strong>of</strong> the<br />

Organisation and directions <strong>of</strong> the CVC were<br />

shared amongst employees to enhance<br />

awareness. Employees were also administered<br />

oath as per CVC instructions.<br />

DVC<br />

With a view to achieve a clean, transparent,<br />

responsible and effective working environment,<br />

the Vigilance Deptt. during the year 2003-04<br />

worked continuously and laid considerable stress<br />

on the streamlining <strong>of</strong> system and procedures<br />

and increasing the awareness <strong>of</strong> the cross section<br />

<strong>of</strong> employees.<br />

Altogether 7 circulars/O.Ms were issued by the<br />

Corporation on the basis <strong>of</strong> the recommendations<br />

made by the Vigilance Deptt. All the important<br />

instructions received from the CVC were also<br />

brought to the knowledge <strong>of</strong> concerned<br />

authorities. Vigilance Deptt. also worked with the<br />

concerned deptt. for issuance <strong>of</strong> the updated
