assist the Director (Grievances). The Committee<br />

is appointed to deal with grievances related to<br />

pension, service matters as well as general<br />

grievances <strong>of</strong> the present and ex-employees <strong>of</strong><br />

CEA. 10 nos.<strong>of</strong> grievance petitions / complaints<br />

received during the period from 1.1.2003 to<br />

31.3.2004 were disposed <strong>of</strong>f after appropriate<br />

action / decision.<br />

NTPC<br />

NTPC has a public grievance redressal<br />

mechanism in place for dealing with grievances<br />

<strong>of</strong> public at large. The Company Secretariat<br />

Department is the nodal point for redressal <strong>of</strong><br />

Public Grievances and the Company Secretary<br />

has been designated as Director (Grievances)<br />

for the Corporation. Grievance Officers have also<br />

been appointed in all Projects/Regional Offices.<br />

Grievances received from the public are being<br />

processed as per guidelines issued by<br />

Department <strong>of</strong> Administrative Reforms and Public<br />

Grievances and monthly report is furnished<br />

regualrly to the Department. Grienvances from<br />

employees are being dealt as per staff grievance<br />

procedure framed in this regard.<br />

THDC<br />

Organisation has a Grievance Redressal<br />

system in place. At frequent interval meetings<br />

are organized with Staff Associations/Trade Union<br />

so that employees’ grievances are reduced<br />

effectively. Organisation follows the policy <strong>of</strong><br />

open door for well being <strong>of</strong> the employees.<br />

DVC<br />

The Public Grievance Cell headed by a senior<br />

<strong>of</strong>ficer <strong>of</strong> the rank <strong>of</strong> Jt. Secretary is functioning<br />

at the HQRs. <strong>of</strong> the Corporation to attend and<br />

redress the grievances <strong>of</strong> the public. Grievance<br />

Cell for attending grievances <strong>of</strong> the employees<br />

are also functioning at various stations <strong>of</strong> the<br />

Corporation.<br />

WELFARE OF SC/ST&OBC<br />

MINISTRY OF POWER<br />

An SC/ST Cell has been functioning in the<br />

<strong>Ministry</strong>, since the early nineties, under the direct<br />

control <strong>of</strong> the Deputy Secretary (Administration)<br />

who is also the Liaison Officer for SC/ST. The<br />

SC/ST Cell also assists the Liaison Officer for<br />

OBC. The Cell monitors the implementation <strong>of</strong><br />

reservation policies <strong>of</strong> the Government <strong>of</strong> India in<br />

respect <strong>of</strong> Scheduled Castes, Scheduled Tribes<br />

physically handicaped, Ex-servicemen and Other<br />

Backward Classes, in the <strong>Ministry</strong> as well as<br />

the CPSUs/ Organizations under the<br />

administrative control <strong>of</strong> the <strong>Ministry</strong> <strong>of</strong> <strong>Power</strong>.<br />

Periodical reports/ returns on the subject are<br />

obtained from the CPSUs/ Organizations under<br />

the <strong>Ministry</strong> which are then consolidated and<br />

sent in the prescribed format to the<br />

Department <strong>of</strong> personnel & Training,<br />

Department <strong>of</strong> Public Enterprises, <strong>Ministry</strong> <strong>of</strong><br />

Social Justice & Empowerment, and National<br />

Commission for SC /ST.<br />

With a view to ensuring proper implementation<br />

<strong>of</strong> reservation policy, annual inspections <strong>of</strong><br />

reservation rosters maintained by the <strong>Ministry</strong><br />

(Proper) and the CPSUs/ Organizations under<br />

the administrative control <strong>of</strong> the <strong>Ministry</strong> are<br />

carried out by the Liaison Officers. During the<br />

period upto 31.03.2004, 13 inspections have been<br />

carried out. During the inspections, the LO<br />

(SC/ST) also had interactions with some <strong>of</strong> the<br />

employees and representatives <strong>of</strong> the SC/ST<br />

Associations <strong>of</strong> the concerned Organizations.<br />

These interactions helped to obviate many <strong>of</strong><br />

their misconceptions/ misapprehensions and in<br />

better understanding <strong>of</strong> the reservation policy <strong>of</strong><br />

the government.<br />

Implementation <strong>of</strong> reservation policy for the<br />

Physically Handicapped persons in <strong>Ministry</strong> <strong>of</strong><br />

<strong>Power</strong>, its attached/subordinate <strong>of</strong>fices, etc is<br />

also monitored by the Liaison Officer (SC/ST).<br />

Periodical reports and returns on the subject<br />

are sent to the concerned Departements as<br />

stated above.<br />

CENTRAL ELECTRICITY AUTHORITY<br />

There is a Liaison Officer to look after the welfare<br />

<strong>of</strong> SC/ST/OBC employees <strong>of</strong> the organisation.<br />

Each & every complaint is attended to<br />

immediately.<br />

NTPC<br />

It is the policy <strong>of</strong> the company to promote the<br />

interest <strong>of</strong> SCs/STs/OBCs in the recruitment and<br />

service matters. There was a backlog in<br />

recruitment <strong>of</strong> SC/ST category. Therefore, six<br />

special recruitment drives were launched from<br />

1989-90 to 1996. These were dis-continued from<br />

1997 as per Govt. instructions. However, the<br />

same has been restored since July’2000. NTPC<br />

again launched two special recruitment drives<br />

during the period from July’2000 to 31.12.2001<br />

and one in the year 2002. The following efforts<br />

have been made to fill the reserved vacancies<br />
