Assumptions<br />

All reactors except LWRs still require basic reactor research and development for operation on <strong>the</strong>ir reference fuel cycles.<br />

Logical progression of basic reactor RLD (excluding fuel performance and recycle RLD) is:<br />

A. Proof of principle with small test reactor.<br />

E. Design, construction, and operation of prototype reactor andlor component testing facility.<br />

C. Design. construction, and operation of demonstration plant.<br />

Substantial government subsidies are required for rapid comnercialization of reactors since unfavorable near-term<br />
