the peace treaty; for the second, however, they had to device a strategy. For<br />

Mediterranean markets and passports, which were assuredly the obsession of<br />

Americans, the British had to have recourse to their <strong>in</strong>fluence <strong>in</strong> the region and<br />

one may not wave away the possibility that Great Brita<strong>in</strong> had already a plan<br />

which it <strong>in</strong>tended to execute <strong>with</strong> the <strong>in</strong>direct help of the Dey of Algiers.<br />

Indeed as early as 1783, Frankl<strong>in</strong> wrote Liv<strong>in</strong>gstone, the Secretary for<br />

Foreign Affairs, po<strong>in</strong>t<strong>in</strong>g out at the possibility that Great Brita<strong>in</strong> might be<br />

plott<strong>in</strong>g aga<strong>in</strong>st American shipp<strong>in</strong>g. The letter was prompted by <strong>in</strong>telligence<br />

brought to the knowledge of Frankl<strong>in</strong> by one Salva, an agent to the Austrian<br />

court, 91 <strong>in</strong> which the latter warned aga<strong>in</strong>st an “imm<strong>in</strong>ent danger to which the<br />

vessels of your nation were exposed.” 92 Accord<strong>in</strong>g to Salva, <strong>Algeria</strong>n corsairs<br />

attempted to capture two American vessels that were leav<strong>in</strong>g the port of<br />

Marseille and imputed it to<br />

Some secret enemies, (whom I know) hav<strong>in</strong>g giv<strong>in</strong>g [sic] <strong>in</strong>formation to<br />

this regency of their departure, … the politics of certa<strong>in</strong> European<br />

powers do not restra<strong>in</strong> them from pay<strong>in</strong>g tribute to enjoy peace; they<br />

make use of these human harpies as a terror to the belligerent nations,<br />

whose commerce they cha<strong>in</strong> to the car of Alger<strong>in</strong>e piracy. 93<br />

Based on Salva’s allegation, Frankl<strong>in</strong> thought it “not improbable, that those<br />

rovers [Alger<strong>in</strong>e] may be privately encouraged by the English to fall upon us,<br />

and to prevent our <strong>in</strong>terference <strong>in</strong> the carry<strong>in</strong>g trade.” 94<br />

Similarly, Ralph Izard,<br />

a delegate to Congress, wrote Jefferson that “it is said that Great Brita<strong>in</strong> has<br />
