<strong>in</strong> the war, rather than to treat <strong>with</strong> nations who so barbarously and<br />

<strong>in</strong>humanly commence hostilities aga<strong>in</strong>st others who have done them no<br />

<strong>in</strong>jury. 139<br />

Before long, the chill<strong>in</strong>g answer of de Castries fell:<br />

When our treaty <strong>with</strong> Algiers shall expire, we shall desire to renew it,<br />

and even may flatter ourselves to be able to do it <strong>with</strong>out any difficulty.<br />

But should any occur that must be surmounted, the K<strong>in</strong>g is accustomed<br />

to use no foreign <strong>in</strong>terventions to establish or preserve the good<br />

understand<strong>in</strong>g which it suits him to ma<strong>in</strong>ta<strong>in</strong> <strong>with</strong> the Barbary<br />

Powers. 140<br />

De Castries answer which was <strong>in</strong>tended for the American commissioners meant<br />

<strong>in</strong> short: m<strong>in</strong>d your bus<strong>in</strong>ess! It appears that the French government did not<br />

receive well the proposal of the commissioners regard<strong>in</strong>g a military adventure<br />

aga<strong>in</strong>st Algiers undoubtedly because France already considered Algiers an<br />

exclusively French game preserve.<br />

b) A Prospect for Blockad<strong>in</strong>g Algiers: Not content <strong>with</strong> that bold<br />

belligerence, the Americans relaunched the offensive <strong>with</strong> the French<br />

government about a year later but <strong>with</strong> Jefferson as assault leader. While<br />

negotiations <strong>with</strong> Algiers were still <strong>in</strong> the mak<strong>in</strong>g, Jefferson was already<br />

nourish<strong>in</strong>g a plan for attack<strong>in</strong>g it. In May 1786, follow<strong>in</strong>g one of those bully<strong>in</strong>g<br />

visits to Vergennes, he wanted to make sure that the English would not<br />

“adm<strong>in</strong>ist[er] aid to the Alger<strong>in</strong>es,” a probability which Vergennes discarded<br />
