Process<br />

The support of unformed personnel hierarchies is essential for program<br />

work with this target population. Sites, including military camps, were<br />

selected in collaboration with the related Ministries <strong>and</strong> unformed personnel<br />

branches. OHP then worked with the branches <strong>to</strong> develop criteria for<br />

training participants. Senior military personnel identified liaison officers <strong>and</strong><br />

site supervisors <strong>to</strong> plan <strong>and</strong> implement activities.<br />

Peer educa<strong>to</strong>rs were identified <strong>and</strong> trained, <strong>and</strong> receive yearly refresher<br />

trainings from trained unformed personnel. Uniformed personnel as well as<br />

members of the Military Wives Association have been trained as trainers,<br />

<strong>and</strong> OHP’s national trainers are used when the unformed personnel<br />

trainers are unavailable. When a peer educa<strong>to</strong>r departs, a replacement is<br />

trained.<br />

Messages are evidence-based <strong>and</strong> appropriately targeted <strong>to</strong> address<br />

desired behavior change outcomes. Key partners, including the armed<br />

services <strong>and</strong> PEPFAR, have validated OHP’s moni<strong>to</strong>ring <strong>and</strong> evaluation<br />

<strong>to</strong>ols. Baseline <strong>and</strong> follow-up survey findings are conducted <strong>to</strong> ensure the<br />

program is maximizing resources <strong>and</strong> health impact.<br />

OHP partnered with local nongovernmental organizations <strong>to</strong> ensure<br />

provision of services that it cannot offer. For example, OHP provides<br />

information on antiretroviral treatment facilities in the area for <strong>HIV</strong> care <strong>and</strong><br />

treatment.<br />
