services can provide counseling, information, <strong>and</strong> condoms, normative<br />

change also is needed <strong>to</strong> address this issue.<br />

• Substance abuse is directly linked <strong>to</strong> gender-based violence,<br />

vulnerability, <strong>and</strong> often <strong>HIV</strong> infection or unwanted pregnancy. While<br />

efforts have been made <strong>to</strong> integrate this issue in<strong>to</strong> various aspects of<br />

the program, including youth-friendly services, additional human<br />

resources (e.g., psychologists) often are required <strong>to</strong> address it<br />

adequately. Given the human resource constraints of public-sec<strong>to</strong>r<br />

health services, it is difficult <strong>to</strong> provide these additional support services<br />

without external funding.<br />

Recommendations<br />

for Replication<br />

• An evidence-based moni<strong>to</strong>ring <strong>and</strong> evaluation system is important <strong>to</strong><br />

suggest the best means for effective implementation.<br />

• Multi-sec<strong>to</strong>ral coordination is a must, <strong>and</strong> government involvement at<br />

the central <strong>and</strong> local levels is needed.<br />

• Youth participation needs <strong>to</strong> occur at all phases of implementation.<br />
