Communities are involved in project management at the central <strong>and</strong> local<br />

levels, <strong>and</strong> all program employees <strong>and</strong> members of target groups receive<br />

training in conducting program activities. Communities also identify trainers<br />

<strong>and</strong> peer educa<strong>to</strong>rs.<br />

Methodology<br />

• Baseline survey: A qualitative <strong>and</strong> quantitative survey was conducted in<br />

the first quarter of 2008 <strong>to</strong> measure baseline key determinants of <strong>HIV</strong><br />

risk among uniformed personnel <strong>and</strong> their partners. A follow-up survey<br />

is expected in 2009.<br />

• Moni<strong>to</strong>ring data collection: Data on program activities are regularly<br />

collected through monthly <strong>and</strong> quarterly reports that measure the<br />

number of people trained, number of people reached by services, <strong>and</strong><br />

number of sites/centers delivering services.<br />

Evaluation Results • Baseline survey: The report on survey findings has not yet been<br />

released. Impact cannot be determined until a follow-up survey is<br />

conducted in 2009.<br />

• Moni<strong>to</strong>ring data collection:<br />

• 474,519 people were reached by program activities from Oc<strong>to</strong>ber<br />

2006 <strong>to</strong> March 2008 (390,727 men <strong>and</strong> 83,792 women).<br />

• As of June 2008, 25,961 people have participated in <strong>HIV</strong><br />

counseling <strong>and</strong> testing (15,452 men <strong>and</strong> 10,507 women).<br />

• More than 1,430 individuals have been trained <strong>to</strong> conduct<br />

education sessions on sexual <strong>and</strong> reproductive health.<br />

Replication <strong>and</strong><br />

Scale-up Activities<br />

• The program originally was limited <strong>to</strong> 40 sites. In the second year, it<br />

was scaled up <strong>to</strong> 50 sites.<br />

• The target group originally was military personnel, their partners, <strong>and</strong><br />

child soldiers. In the second year, the program was exp<strong>and</strong>ed <strong>to</strong> all<br />

uniformed personnel (police, cus<strong>to</strong>ms, water, <strong>and</strong> forests) <strong>and</strong> their<br />

partners <strong>and</strong> children. Child soldiers were demobilized <strong>and</strong> integrated<br />

back in<strong>to</strong> their families <strong>and</strong> communities. All services (prevention,<br />

counseling <strong>and</strong> testing, <strong>and</strong> palliative care) have progressively been<br />

exp<strong>and</strong>ed <strong>to</strong> all program sites.<br />

LESSONS LEARNED AND CHALLENGES<br />

• Creating a liaison office with personnel designated by uniformed branch<br />

hierarchies promotes buy-in, better coordination across all levels, <strong>and</strong><br />

sustainability.<br />

• Commitment of the uniformed personnel hierarchy is crucial <strong>and</strong> can be<br />

facilitated by formal memor<strong>and</strong>ums of underst<strong>and</strong>ing.<br />

• Peer educa<strong>to</strong>rs should be selected based on distinct criteria <strong>and</strong> should<br />
