Process<br />

In developing the SSTOP project, TIOS wanted <strong>to</strong> combine <strong>HIV</strong> awareness<br />

with basic safety <strong>and</strong> first aid. TIOS also knew that they needed a visual<br />

<strong>to</strong>ol that would be unders<strong>to</strong>od <strong>and</strong> accepted by the local culture. Because<br />

women are traditionally allowed <strong>to</strong> produce domestic products, sewing dolls<br />

could be considered a “girl’s” career. Initial classes also showed<br />

participants how <strong>to</strong> manage the money a family uses for their daily needs,<br />

find ways <strong>to</strong> improve their living situation, <strong>and</strong> identify ways <strong>to</strong> generate<br />

more income in the future.<br />

The self-defense <strong>and</strong> family law classes evolved organically as additional<br />

needs were identified. For example, after the income-generating classes,<br />

participants felt empowered yet still placed great importance on attracting<br />

men. The family law classes helped them become aware of the legal<br />

difficulties of having a child without being married <strong>to</strong> the father of the child.<br />

Local Involvement/<br />

Ownership<br />

Local community <strong>and</strong> church leaders, as well as school administra<strong>to</strong>rs <strong>and</strong><br />

local bairro officials, helped SSTOP select girls <strong>to</strong> join the project. SSTOP<br />

also works in partnership with the National Council <strong>to</strong> Combat AIDS <strong>and</strong><br />

Accao Social, a local organization that helps orphans <strong>and</strong> widows.<br />

Evaluation<br />

Methodology<br />

• Qualitative <strong>and</strong> anecdotal evidence: An evalua<strong>to</strong>r from the University of<br />

North Carolina, Chapel Hill conducted a site visit <strong>and</strong> used qualitative<br />

methods <strong>to</strong> gather girls' testimonials <strong>and</strong> observe lifestyle changes.<br />

• Moni<strong>to</strong>ring: Data were collected by TIOS on the number of participants<br />

trained <strong>and</strong> how many participants tested for <strong>HIV</strong> after attending<br />

prevention sessions. TIOS also collected data on the number of<br />

adolescent girls who are direct <strong>and</strong> indirect program beneficiaries.<br />

Evaluation Results • Qualitative <strong>and</strong> anecdotal evidence: Findings indicate that participants<br />

are better organizing their home finances <strong>and</strong> gaining vocational skills<br />

for income generation in the future. In interviews, family members said<br />

that the girls would now be able <strong>to</strong> choose their own husb<strong>and</strong>s rather<br />

than having <strong>to</strong> say yes <strong>to</strong> any proposal offered. Girls also are delaying<br />

marriage, choosing <strong>to</strong> support themselves longer through the project’s<br />

income-generating activities, <strong>and</strong> not engaging in early sexual activity<br />

without protection.<br />

• Moni<strong>to</strong>ring: At the TIOS training center, more than 500 participants<br />

have been trained in <strong>HIV</strong> training, self-defense <strong>and</strong> more. Typically,<br />

about 10 percent of participants have tested for <strong>HIV</strong> by show of h<strong>and</strong>s<br />

at the beginning of a 90-day course, <strong>and</strong> more than 75 percent have<br />

tested by the end. Also, nearly 2,000 adolescent girls are direct<br />

program recipients <strong>and</strong> 29,415 adolescent girls are indirect recipients<br />

(indirect includes five family members of direct program recipients, as<br />

well as recipients who have received training from more than 500<br />

trainers that TIOS has trained).<br />

Replication <strong>and</strong><br />

Scale-up Activities<br />

• Several organizations have expressed interest in replicating the<br />

SSTOP project, <strong>and</strong> TIOS is currently working with Church World<br />
