• The picture for 2005 <strong>and</strong> 2003 is similar with one exception. A higher percentage <strong>of</strong><br />

HE colleges report a VLE (92%, up from 67%), but this is based on only 13<br />

respondents <strong>in</strong> 2005 <strong>and</strong> 18 <strong>in</strong> 2003.<br />
