c1asses:( 1) ownership, (2) management and (3) statutory<br />

control of private companies in regard to financing. construction<br />

as well as man.agement including expenditure.<br />

Previously, all these functions used to be taken care of<br />

by rhe Public W orks Depa~tment of the Government of<br />

India through its Railway Branch. 10 In 1905 a special<br />

-organization known as the Railway Board was instituted<br />

.as a limb of the Department of Commerce and Industry.<br />

~d this has been reorganized in 1924 with enlarged<br />

functions and responsibilities as the central authority in<br />

railway matters. The Board consists of a chief commissioner<br />

who is not bound. by the votes of the other<br />

members, a financial commissioner a mechanical engineer<br />

as technical expert, and a member for administration,<br />

personal and techinque. The Railway Board is assited by<br />

five directors, one for each of the following items: civil<br />

en.gineering, mechanical engineering, traffi-c, finance and<br />

establishments. It is to the Railway Board as thus constituted<br />

that the Agent of each railway line is responsible.<br />

It is interesting to observe that although the Indian<br />

Tailways have been getting more and more statalized in<br />

.all respects, they have been, curiously enough, at the<br />

same time acquiring or rather developing their character<br />

more and more as •• commercial" or moneymaking<br />

concerns. It is in keeping with this commercial idea of<br />

railways as business undertakings that a Central Publi.<br />
