In percentage of population the reaily mentionable
regions of unemployment are Germany, the U.S.A.,
Austria and Great Britain. It is interesting to observe
that· in France unemployment coefficient is below 1.0.
The differential position of France in this regard will
indicate ·t~e somewhat localized character of the present
world-CriSis. Like all other countries France also has.
been attacked by depression and unemployment. But
these two phenomena are less prominent there than elsewhere.
France has never been and even at present is not an
exclusively or predominantly industrial country. If we
exclude the large mining and metallurgical industries we
may say that F ranee is chiefly a land of medium
industries and that these industries are in intimate
association with ·the agricultural enterprises. The
French working classes have thereby gxown to
be as a rule half-industrial, half-agricultural. Certain
other industries may be described as those operated.
