In the sphere of agricultural marketing rationaliza.
tion may be traced in India to the war measure of 1917
which brought a central cotton organization into being
under Government auspices. This has later been
developed into two distinct semi-statal organizations of
extraordinary importance in the cotton trade and industry
of the world. The first is the Indian Central Cotton Committee
established in 1921 with the Agricultural Adviser
to the Government of India as Chairman. 26 The Committee
has been looking to the prevention of mal-practices
such as. lead to the spoiling of the market for
Indian cottons. The "reputation" of Indian cottons
is an important category in the thought and work
-of this Committee. The prevention of adulteration as
well as the promotion of the expansion of acreage under
... improved varieties .. are naturally two very significant
items in the Committee's programme. It maintains
likewise a thorough machinery for research in spinning in
its own Technological Laboratory at Bombay. The
Institute of Plant Industry at Indore owes a great part of
its finance to this committee which seeks at the same time
not only to provide cotton research scholars with funds
.but also to improve the statistics of cotton in all
its branches. Tpe financing of all this cotton propaganda
is being met from the ear-mar~ed public revenues accru·
ing as they do from the proc~eds of the Cotton .Cess Act
.specially instituted for this purpose in 1923.
