In the sphere of agricultural marketing rationaliza.<br />

tion may be traced in India to the war measure of 1917<br />

which brought a central cotton organization into being<br />

under Government auspices. This has later been<br />

developed into two distinct semi-statal organizations of<br />

extraordinary importance in the cotton trade and industry<br />

of the world. The first is the Indian Central Cotton Committee<br />

established in 1921 with the Agricultural Adviser<br />

to the Government of India as Chairman. 26 The Committee<br />

has been looking to the prevention of mal-practices<br />

such as. lead to the spoiling of the market for<br />

Indian cottons. The "reputation" of Indian cottons<br />

is an important category in the thought and work<br />

-of this Committee. The prevention of adulteration as<br />

well as the promotion of the expansion of acreage under<br />

... improved varieties .. are naturally two very significant<br />

items in the Committee's programme. It maintains<br />

likewise a thorough machinery for research in spinning in<br />

its own Technological Laboratory at Bombay. The<br />

Institute of Plant Industry at Indore owes a great part of<br />

its finance to this committee which seeks at the same time<br />

not only to provide cotton research scholars with funds<br />

.but also to improve the statistics of cotton in all<br />

its branches. Tpe financing of all this cotton propaganda<br />

is being met from the ear-mar~ed public revenues accru·<br />

ing as they do from the proc~eds of the Cotton .Cess Act<br />

.specially instituted for this purpose in 1923.<br />
