regard to the cheap Soviet oil that is alleged to have been<br />

•• dumped" into India by the latter during 1927-28 the<br />

B. O. C. could therefore command all the advantages of<br />

international alliance while claiming protection before the<br />

Indian Tariff Board.17 But the Board. be it observed<br />

incidentally. disallowed the claim as economically unjustifiable.<br />

Secondly. in regard to tech:riique also the<br />

B. O. C. is well rationalized. Its oil.fields are electri.<br />

lied. and its refineries, located at Rangoon. are connected<br />

by lines of pipes with the oil· fields far away.<br />

Ifratiollaiization is so prominent in the mineral oil<br />

industry it IS conspicuous by its absence in coal. which as<br />

power is allied to it in economic life. The recommendations<br />

of the Indian Coal Committee appointed by the<br />

Government to inquire into the coal situation were publishedin<br />

1925. And from these one obtains an idea as<br />

to the technological and organizational backwardness of<br />

the industry. There are 'many collieries where mechani.<br />

cal coal-cutters are unknown. The introduction of more<br />

mechanical appliances is therefore one of the' primary<br />

suggestions of the Coal Committee. Another defect<br />

which arrested the attention of the Committee consists<br />

in the fact that the coal raised is not loaded immediately<br />

into wagons. It is stacked for some time and' latet<br />

loaded by hand. The CQmmittee has recommended the<br />

~mployment of mechariicaI loading appliances as well as<br />

the loading of coal as soon as the material is raised. These<br />

two technical shortcomings are combined with a t}:ird one<br />
