Where there is disagreement about this decision by any participant in the Case<br />

Conference the nature of the dissent should be recorded and the Principal<br />

Officer (<strong>Child</strong>ren, Families and Criminal Justice) should be notified immediately.<br />

In this event, the Chairperson should consult with and seek the agreement of<br />

the Principal Officer (<strong>Child</strong>ren, Families and Criminal Justice). The Principal<br />

Officer (<strong>Child</strong>ren, Families and Criminal Justice) may wish to reconvene the<br />

Case Conference and involve any other persons as are considered necessary.<br />

Consultation with the Case Conference Chairperson<br />

At the earliest opportunity the investigating Social Worker or the Team Leader must<br />

consult the person who will chair the Case Conference to:<br />

• Give basic details about the reason for the Case Conference;<br />

• Discuss family involvement in the Case Conference and the management of<br />

the part(s) of the Case Conference to be attended by family members,<br />

including the order of attendance e.g. if parents are to attend separately;<br />

• Discuss professional involvement, to ensure that the opportunity for key<br />

professionals to attend is maximised, yet attendance is restricted to those who<br />

have relevant information/current involvement;<br />

• Arrange a date and venue for the Case Conference which gives equal<br />

consideration to professional and family members needs (though it may not<br />

always be possible to meet everyone's needs).<br />

Deciding which Family Members can Attend<br />

The Case Conference Chairperson must decide which family members are to be<br />

invited, in consultation with the investigating Social Worker and/or Team Leader.<br />

Those invited will vary according to the circumstances of each case, but the following<br />

considerations must be made:<br />

Parents<br />

Usually parents will be invited to attend, unless:<br />

• There is information about a person which indicates a risk of violence to staff or<br />

another family member, or there is evidence that a person may seriously<br />

disturb the conduct of the meeting;<br />

• A criminal investigation is in progress and the Police consider that the<br />

attendance by a particular family members may jeopardise the success of that<br />

investigation.<br />

The term ‘parents’ is intended to include everyone who has parental responsibility<br />

and/or who has day-to-day care of a child. In some cases, it will be necessary to<br />

arrange for ‘parents’ to attend separately. If parents are not invited, this does not<br />

exclude the possibility of a representative attending in their absence.<br />
