3.15.4.14 When an allegation of abuse is made in a local authority<br />

establishment the manager of the establishment must<br />

advise the Service Unit Manager for the child and the<br />

external manager, who must in turn notify their senior<br />

manager. Where the allegation implicates the manager of<br />

the establishment, the member of staff in the establishment<br />

should directly contact the external manager for the unit.<br />

Notification - Out Of Authority Placements<br />

3.15.4.15 When an allegation or suspicion of abuse is made the<br />

manager of the establishment must advise the external<br />

manager and the Service Unit Manager for the child. The<br />

external manager must in turn advise the Senior Manager<br />

for the host authority. When a placement is being made<br />

outwith the authority, it would be helpful to have the<br />

identified Senior Manager in the host authority named.<br />

3.15.4.16 Where the allegation of abuse pertains to an individual<br />

child the placing authority should maintain responsibility for<br />

co-ordinating the investigation in conjunction with the<br />

Senior Manager in the host authority.<br />

3.15.4.17 The Service Unit Manager for the child must consult with<br />

the Senior Manager in the placing authority. Agreement<br />

should be reached as to who should contact the Senior<br />

Manager of the host authority to agree upon how the<br />

matter will be co-ordinated.<br />

3.15.4.18 Where there are multiple allegations the Senior Manager in<br />

the host authority should maintain responsibility for coordinating<br />

the investigation in conjunction with the placing<br />

authorities. The host authority should normally undertake<br />

any joint investigation with the police, to avoid a large<br />

number of placing authorities investigating allegations.<br />

3.15.5 Deciding How The Matter Should Be Investigated And By Whom<br />

3.15.5.1 At any stage in the process the possibility of convening a<br />

case discussion can be considered to share information<br />

and decide on how to progress the investigation.<br />

3.15.5.2 There are several possible courses of action in deciding<br />

how the allegation should be investigated. These are::<br />

• deciding that the allegation is unclear and agreeing<br />

whom should approach the child for more<br />

information in order to clarify the allegation<br />

• deciding that it is not an allegation of abuse and<br />

utilising the Complaints Procedure<br />
