for each release in a planned programme of release unless there are changes which<br />

require notification.<br />

Pre-Release Assessment<br />

Prior to consideration for release, the prison based social worker will forward to the<br />

Head of Social Work (or equivalent) the following forms:<br />

• TC/CPI - advice to social work department<br />

• TC/CP1B - information on the offender including an updated risk assessment<br />

• +TC/CP2 - this form requires information from the local office to complete prerelease<br />

assessment and copy of the original social enquiry report.<br />

• Release notification<br />

Following the decision to release a prisoner, the prison based social worker should<br />

forward to the Head of Social Work (or equivalent) for the child(ren) and offender if<br />

different, Service Unit Manager (Fieldwork), Stand-By and Reporter:<br />

• TC/CP3 - release notification report from report including the prison social work<br />

unit and information from other disciplines.<br />

Prisoners Released on Appeal<br />

In the event of a prisoner convicted of a Schedule I offence being released pending an<br />

appeal against sentence, prison staff should notify the prison based social worker who<br />

in turn must inform the appropriate agencies as timeously as possible in accordance<br />

with these procedures.<br />

With the initial risk assessment and previous relevant assessments, the Service Unit<br />

Manager (<strong>Child</strong>ren and Families – Fieldwork) should consider, with appropriate use of<br />

case discussion, the need for an updated child protection plan. Prison based social<br />

work staff should always be advised of case discussions and invited to attend where<br />

possible and appropriate.<br />

Contact<br />

Where there is question of contact to a prisoner convicted of a Schedule One Offence<br />

during custody, the Service Unit Manager (<strong>Child</strong>ren and Families – Fieldwork) will<br />

consider, with appropriate use of case discussion, the risk to the child, the need for<br />

child protection procedures and the involvement of the Reporter. Advice to offenders<br />

on access arrangements will be the responsibility of the appropriate local office.<br />

Case Discussions, Case Conferences, <strong>Child</strong> <strong>Protection</strong> Conferences<br />

Following the imprisonment of a prisoner convicted of a Schedule One offence or at<br />

pre-release stage, the Service Unit Manager (<strong>Child</strong>ren and Families – Fieldwork) if<br />

convening a case conference, should invite the prison-based social worker to attend,<br />

or to submit comments in writing if unable to attend. Minutes and decisions of case<br />

conferences must be forwarded to the prison-based social worker.<br />
