3.14.17.2 In instances where an allegation against a foster carer is<br />
being investigated or discussed then many of the<br />
considerations regarding parents, (Section 4, para 4.7) will<br />
apply. The test will be the extent to which their presence<br />
will either aid, or alternatively inhibit or preclude, a full and<br />
proper consideration in the child’s interests.<br />
3.14.17.3 Foster carers who attend the whole of the child protection<br />
case conference should be sent a copy of the minute.<br />
Foster carers not in attendance or in part attendance<br />
should receive a written summary of the child protection<br />
conference including the recommendations. The wording<br />
of the summary should be submitted by the Chairperson to<br />
all other participants for approval along with the minute<br />
before being sent to the foster carers.<br />
3.14.17.4 The only way in which the function of the child protection<br />
conference differs when dealing with a child/young person<br />
in foster care is that there is no provision for registration of<br />
a child/young person in foster care.<br />
3.15 Investigations of Allegations of Abuse of <strong>Child</strong>ren in Residential Care<br />
3.15.1 Introduction<br />
3.15.1.1 The investigation of allegations of abuse of children have<br />
been included in these child protection procedures<br />
because it is recognised that many children have been<br />
abused whilst in residential care. All children, wherever or<br />
whatever their circumstances, have a right to protection<br />
from abusive situations. The only major difference<br />
between these procedures and those for investigating<br />
allegations of abuse of children in the community is that<br />
registration is not included within the process for dealing<br />
with allegations of abuse in residential care.<br />
3.15.1.2 The process for investigating allegations or suspicions of<br />
abuse where the young person is accommodated in a<br />
residential establishment is similar to those outlined in<br />
previous chapters that deal with children in the community.<br />
This chapter concentrates specifically on the roles and<br />
responsibilities of those involved in allegations or<br />
suspicions of abuse within a residential establishment and<br />
addresses the issue of investigations that may involve<br />
more than one unitary authority.<br />
3.15.1.3 <strong>Procedures</strong> will only work in the interests of young people<br />
if they are located in a care setting where issues of young<br />
peoples’ control and participation in decisions about dayto-day<br />
care have been addressed.<br />
