3.15.7 Allegations of abuse by other young people in residential care<br />
Note: Throughout this chapter the term "young perpetrator" is used<br />
for ease of reference. It is recognised that in many instances the<br />
allegations will not be proven.<br />
Deciding how to respond<br />
3.15.7.1 It is acknowledged that bullying is a form of abuse and<br />
such allegations must be taken seriously.<br />
3.15.7.2 With regard to allegations of sexual abuse it is important to<br />
differentiate between normal sexual exploration and<br />
sexually abusive behaviour.<br />
3.15.7.3 In attempting to decide whether or not sexual abuse may<br />
have occurred the following should be considered:<br />
•<br />
• coercion on the part of the young perpetrator<br />
• the intent of the young perpetrator<br />
• age/size/developmental differential between the<br />
young perpetrator and victim.<br />
3.15.7.4 Referrals regarding sexualised behaviour of young children<br />
and situations where the alleged perpetrator is very young<br />
and does not understand the full impact of the behaviour<br />
on others may be explored in the first instance at a case<br />
discussion.<br />
Initial response to the victim<br />
3.15.7.5 The following must be borne in mind by the person in<br />
whom the young person confided:<br />
Immediate action<br />
• the allegation must be taken seriously. The<br />
allegation must be acknowledged with the young<br />
person and he/she must be advised that it will be<br />
investigated.<br />
• the allegation must be recorded as soon as possible<br />
after the young person has spoken. Hand-written<br />
notes must be retained on file.<br />
3.15.7.6 The needs and welfare of the victim must be paramount.<br />
3.15.7.7 The immediate safety of the alleged victims and other<br />
children must be considered.<br />
