4.9.3.2 If, however, a parent or young person wishes to appeal<br />
against a decision to register, retain on the register, deregister<br />
or not register at all, they may do so by contacting<br />
the Principal Officer within 5 working days. This should be<br />
in writing. The social worker can assist with this if<br />
necessary. The Principal Officer should respond fully in<br />
writing to the person who made the appeal within 28 days.<br />
4.9.3.3 The Service Unit Manager should ensure that parents and<br />
young people are aware of their right to appeal decisions<br />
about registration.<br />
4.9.3.4 Appeals and complaints are very different and should be<br />
responded to in different ways.<br />
4.9.4 Complaints<br />
4.10 Absences<br />
4.9.4.1 When a parent or young person has a complaint about<br />
service during the course of the child protection<br />
investigation process or the process around and during the<br />
child protection conference they should be advised of the<br />
<strong>Council</strong>s formal complaints procedure.<br />
4.10.1 Any professional who has knowledge of the case but is unable to<br />
attend a Case Conference must submit a written report for<br />
consideration at the Conference. Parents not attending Case<br />
Conferences should be advised to put their views in writing and if<br />
necessary helped to do so. This should equally apply to all younger<br />
children if they are able to formulate a view.<br />
Non attendance of Professionals who have not tendered their<br />
apologies will be recorded as, “invited but did not attend”.<br />
4.11 Continuation of the <strong>Child</strong> <strong>Protection</strong> Conference<br />
4.11.1 If it is not feasible to make a decision of registration or other<br />
significant matters at the conference because further information is<br />
required then the conference can be continued by the chairperson<br />
who should decide the appropriate time scale within which to reconvene.<br />
Minutes should clearly reflect why the Case Conference is<br />
to be continued and the information to be sought in the intervening<br />
period, who is responsible for providing and seeking this information<br />
and the date when the Case Conference should be re-convened.<br />
