3.15.1.4 Attention to young peoples’ rights is an integral part of the<br />

therapeutic relationship which young people should<br />

experience in residential care.<br />

3.15.2 Definitions<br />

3.15.2.1 Placing authority – The authority that placed the child in<br />

the residential establishment and which usually funds the<br />

placement. This is usually the managing authority for the<br />

child although in certain circumstances another authority<br />

may manage the placement on behalf of the placing<br />

authority, for example, when the family move to another<br />

area. For the purpose of these procedures both are known<br />

as the placing authority.<br />

3.15.2.2 Host authority - The authority in which the residential<br />

establishment is located. Local authority<br />

establishments are externally managed by the local<br />

authority in which they are located. Responsibility for<br />

registration and inspection of independent schools<br />

usually rests with the local authority in which the school is<br />

located. There are few exceptions to this. For the<br />

purposes of these procedures the authority with<br />

responsibility for registration and inspection is known as<br />

the host authority.<br />

3.15.3 Roles and Responsibilities<br />

3.15.3.1 The Service Unit Manager (<strong>Child</strong>ren and Families) for the<br />

child is responsible for deciding whether child protection<br />

measures are required and managing any subsequent<br />

investigation. The Service Unit Manager (<strong>Child</strong>ren and<br />

Families) must alert the senior manager for the host<br />

authority of all complaints, suspicions or allegations so that<br />

a central record can be retained of any such concerns. For<br />

local placements within <strong>East</strong> <strong>Ayrshire</strong> the senior manager<br />

would be the Service Unit Manager (<strong>Child</strong>ren and<br />

Families).<br />

3.15.3.2 Each local authority should identify one Senior Manager<br />

responsible for the co-ordination and monitoring of<br />

allegations or suspicions of abuse in residential care within<br />

their area.<br />

3.15.3.3 Where applicable, the Senior Manager is responsible for<br />

co-ordinating any investigation that involves multiple<br />

allegations.<br />
