The <strong>Child</strong> <strong>Protection</strong> Register<br />

5.1 Criteria<br />

5.2 Registration<br />

5.2.1 A child must be registered if a <strong>Child</strong> <strong>Protection</strong> Case Conference<br />

decides that:<br />

(a)<br />

They have been, physically, emotionally or sexually<br />

abused or neglected or there is grave concern about the<br />

risk of abuse;<br />

and (in consequence)<br />

(b)<br />

They must be the subject of a <strong>Child</strong> <strong>Protection</strong> Plan<br />

5.2.1 The decision to register must be made at a <strong>Child</strong> <strong>Protection</strong> Case<br />

Conference.<br />

5.2.2 Each and every child who meets the criteria for registration must be<br />

registered.<br />

5.3 De-registration<br />

5.3.1 A child’s name should be removed from the register at a Review child<br />

protection conference when the detailed assessment built up over<br />

the period of registration leads to a professional judgement and<br />

conclusion that the risk of abuse has been diminished or eliminated.<br />

5.3.2 A Review Case Conference may be convened with the specific task<br />

of considering de-registration; in this case the letter to invite must<br />

state this clearly. The Review Case Conference should be interagency<br />

in composition. Whilst it should be as near as possible to<br />

those professionals who were party to the original decision to register<br />

the child, it must include those who are currently involved with the<br />

child.<br />

5.3.3 The needs of each individual child must be considered by the Review<br />

Case Conference. The task of the Case Conference will be to<br />

consider the factors present in the family situation when registration<br />

was decided, and to assess clearly how far these factors have<br />

changed in the intervening period. This should include a<br />

consideration of the welfare of all other children in the family. The<br />

key worker’s written report must detail the changes, including risk,<br />

which form the basis of their recommendation.<br />
