3.15.7.8 An assessment of the immediate risk posed by the young<br />

perpetrator to the abused young person and other young<br />

persons must be undertaken.<br />

3.15.7.9 In considering whether the young perpetrator can remain in<br />

the residential establishment the following must be<br />

considered:<br />

• the victim's views regarding the young perpetrator<br />

continuing to reside there.<br />

• the views of any other children regarding the<br />

perpetrator continuing to reside there.<br />

• the views of the alleged young perpetrator<br />

• the views of the parents<br />

• the young perpetrator's understanding and<br />

acceptance of the abuse<br />

• with regard to sexual abuse the capacity of the<br />

residential establishment to implement thorough<br />

supervisory arrangements of the young perpetrator.<br />

3.15.7.10 If it is decided that the young perpetrator should be<br />

removed from the residential establishment then careful<br />

consideration must be given to placement. Full information<br />

must be given to staff of any new placement so that they<br />

can introduce thorough supervisory arrangements,<br />

particularly with regard to sexual abuse, in an effort to<br />

protect any other children whom may have contact with the<br />

abusive young person.<br />

Notification - local authority placements<br />

3.15.7.11 Each local authority should identify one senior manager<br />

responsible for the management and co-ordination of<br />

allegations of abuse in residential care within their area.<br />

When an allegation of abuse is made in a local authority<br />

establishment the manager of the establishment must<br />

advise the external manager, who must in turn notify the<br />

Service Unit Manager (Services), who will decide on how<br />

to proceed.<br />

Notification - out of authority placements<br />

3.15.7.12 An allegation of abuse by a young person should be<br />

reported by the manager of the establishment immediately<br />

to the external manager. The external manager should<br />

report it to the placing authority for the victim, the placing<br />

authority for the young perpetrator and the senior manager<br />

of the host authority. The placing authority for the victim<br />

should make contact with the senior manager of the host<br />

authority to agree on how to proceed. The senior manager<br />

of the host authority should make contact with the placing<br />
