The attendance of the parent and/or representative is not<br />

counter-productive to the protection of the child or likely to<br />

cause harm to others;<br />

The arrangements are such as to ensure that all relevant<br />

information is shared without compromising any<br />

professional present;<br />

Objectivity is maintained an the meeting is not lured into a<br />

therapeutic session;<br />

All participants are informed in advance of everyone who<br />

has been invited to attend the <strong>Child</strong> <strong>Protection</strong> Case<br />

Conference and their role in the Case Conference;<br />

If parents are excluded from attendance at the child<br />

<strong>Protection</strong> Case Conference a careful record should be<br />

made of the reasons why decisions were reached by the<br />

Chairperson and recorded in the case file.<br />

Arrangements regarding their attendance or a decision on<br />

non-attendance at the Case Conference should be<br />

confirmed in writing to the parent;<br />

4.7.1 Where parents do not attend a Case Conference the Chairperson will<br />

have responsibility for deciding who should inform the parents<br />

verbally of the outcome of the Case Conference. The parents should<br />

be informed verbally within one working day of the Case Conference<br />

having taken place.<br />

4.7.2 Written information should also be provided by the Chairperson<br />

within one working day of the Case Conference. It should outline the<br />

reasons for professional concern, the decisions taken, the category<br />

of abuse and protection plan, which agencies consider necessary or<br />

desirable in order to help safeguard the welfare of the child; the<br />

review process and what to do if they wish to have a decision<br />

reconsidered.<br />

4.7.4 Where it has been decided that a parent should attend a Case<br />

Conference, the Chairperson will invite him/her in writing. In addition,<br />

it is the responsibility of the social worker to facilitate the parent’s<br />

attendance where necessary and to ensure in so far as is possible<br />

that the parent is clear about the purpose and procedure of the Case<br />

Conference.<br />

4.8 <strong>Child</strong>ren and Young People<br />

4.8.1 The <strong>Council</strong> has a duty to promote the welfare of the child, and, in<br />

relation to any decisions taken, to ascertain as far as is practicable<br />
