7.1 Introducti<strong>on</strong><br />

<str<strong>on</strong>g>The</str<strong>on</strong>g> New Zeal<strong>and</strong> estuarine <strong>and</strong> coastal envir<strong>on</strong>ment is diverse with stormwater discharges occurring<br />

into:<br />

<br />

<br />

<br />

<br />

Estuaries c<strong>on</strong>taining saltmarsh (e.g., Pauatahanui Inlet) <strong>and</strong> mangroves (e.g., the Waitemata<br />

Harbour).<br />

Large predominantly intertidal inlets <strong>and</strong> estuaries (e.g., the Av<strong>on</strong>-Heathcote, Manukau Harbour,<br />

Whangarei Harbour).<br />

Large predominantly subtidal Harbours (e.g., Wellingt<strong>on</strong>).<br />

Open coastal waters with rocky shores (e.g., Takapuna to L<strong>on</strong>g Bay Shoreline in Auckl<strong>and</strong>).<br />

This secti<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the report examines the effect <str<strong>on</strong>g>of</str<strong>on</strong>g> stormwater discharges from roadways <strong>on</strong> estuarine <strong>and</strong><br />

marine ecosystems. <str<strong>on</strong>g>The</str<strong>on</strong>g> key envir<strong>on</strong>mental issues are:<br />

<str<strong>on</strong>g>Effects</str<strong>on</strong>g> <strong>on</strong> sediment quality.<br />

<str<strong>on</strong>g>Effects</str<strong>on</strong>g> <strong>on</strong> biological resources including toxicity <strong>and</strong> bioaccumulati<strong>on</strong>.<br />

Since the preparati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> the first editi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> this report, there have been several specific reviews <strong>and</strong><br />

reports prepared that provide informati<strong>on</strong> in relati<strong>on</strong> to the effects <str<strong>on</strong>g>of</str<strong>on</strong>g> stormwater discharges <strong>on</strong> the marine<br />

envir<strong>on</strong>ment. <str<strong>on</strong>g>The</str<strong>on</strong>g>se include Pridmore et al. (2000) <strong>and</strong> Williams<strong>on</strong> et al. (2001).<br />

This secti<strong>on</strong> reviews the methods <strong>and</strong> tools currently used to assess envir<strong>on</strong>mental effects within<br />

estuarine <strong>and</strong> marine envir<strong>on</strong>ments with a view to identifying whether they are sufficient to determine the<br />

effects <str<strong>on</strong>g>of</str<strong>on</strong>g> road transport emissi<strong>on</strong>s <strong>on</strong> these envir<strong>on</strong>ments. This secti<strong>on</strong> also examines what we know<br />

about the effects <str<strong>on</strong>g>of</str<strong>on</strong>g> motor vehicles c<strong>on</strong>taminants in isolati<strong>on</strong> or as part <str<strong>on</strong>g>of</str<strong>on</strong>g> general urban stormwater run<str<strong>on</strong>g>of</str<strong>on</strong>g>f<br />

<strong>on</strong> the marine envir<strong>on</strong>ment.<br />

7.2 Habitat<br />

Compared to habitat m<strong>on</strong>itoring in the freshwater envir<strong>on</strong>ment (refer Secti<strong>on</strong> 6.2), there has been little<br />

work carried out to identify specific methods for the assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> habitat quality in the marine<br />

envir<strong>on</strong>ment. Given the diversity <str<strong>on</strong>g>of</str<strong>on</strong>g> habitat types <strong>and</strong> the nature <str<strong>on</strong>g>of</str<strong>on</strong>g> the envir<strong>on</strong>ment, establishing<br />

estuarine <strong>and</strong> coastal benchmarks is not as straightforward as it is for freshwater. Roberts<strong>on</strong> et al. (2002)<br />

represents the most comprehensive assessment <str<strong>on</strong>g>of</str<strong>on</strong>g> m<strong>on</strong>itoring (including the examinati<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> habitat) in<br />

the New Zeal<strong>and</strong> coastal envir<strong>on</strong>ment. Typical habitat changes in estuarine <strong>and</strong> coastal marine<br />

envir<strong>on</strong>ments that may be attributable to urban stormwater <strong>and</strong> other stressors include:<br />

Changes in sediment characteristics due to depositi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> fine sediments.<br />

Changes in sediment characteristics due to the depositi<strong>on</strong> <str<strong>on</strong>g>of</str<strong>on</strong>g> coarse sediment <strong>and</strong> debris.<br />

Changes in sediment surface micro-flora due to nutrients <strong>and</strong> the presence <str<strong>on</strong>g>of</str<strong>on</strong>g> oxygen dem<strong>and</strong>ing<br />

substances.<br />
